The Winter Area School Board believes that equal educational opportunity is the right of all children without regard to age, sex, sexual orientation, creed, race, national origin, religion, ancestry, marital status, parental status, pregnancy, color, arrest or convictions record, military status, the use of lawful products off the employer's premises during non-working hours, and/or any learning, emotional, physical or mental disability, and that all laws to this end should be followed promptly and effectively.

The Board further believes education should develop habits, attitudes, understanding, and skills necessary for a productive, satisfying life in a democratic society. Each student should be helped to understand the duties and privileges of responsible citizenship as it relates to him/her as an individual and to the world community. The advice and support of the citizens of the school district is requested especially from the professional staff, as the Board endeavors to develop the attitudes and abilities demanded in this age of increasing technology, population and urbanization.
