6510 - PAYROLL AUTHORIZATION

The most substantial payment of public funds for the operation of the School District is that which is made to the employees of the Board of Education for services rendered. To ensure that each person so compensated is validly employed by this District and that the compensation remitted fairly represents the services rendered, this policy is promulgated.

Employment of all District personnel whether by the year, term, month, week, day or hour in contract, temporary, or substitute form must be approved by the Board, except where authority to appoint certain personnel of the District has been delegated to the Superintendent.

Each motion of the Board to employ or reemploy on a contractual basis (i.e., for a fixed period of time) shall include the name of the individual, the salary to be paid over the term of the contract, and the period of employment.

All substitute employees shall be placed on the approved list by the Board before they can be assigned substitute duty by the administration. Said list shall include the name of the substitute, the type of duty for which s/he may be utilized, and the rate of pay.

The Board shall take note in its minutes of all actions with regard to resignation, retirement, death or discharge of all employees or the nonreemployment of a teacher. Each such action shall include the name of the employee, the date upon which salary or wages will terminate and the position formerly held except that the name of a teacher who was not renewed need not be included in the minutes.

Sign-in and sign-out procedures are required on a daily basis of all secretarial-clerical employees; custodial-maintenance employees; bus drivers; aides; cafeteria workers; and classified employees; in order to verify days and hours worked for payment purposes.

Payroll check shall be signed by the Treasurer.
