Job Objectives:

Serve as the Board’s Chief Executive Officer and administrative head of the District. Administer the District according to Board policies and all local, State, and Federal rules and regulations. Provide staff and Board leadership. Set priorities and provide direction for the improvement of the instructional program. Evaluate and implement innovative services. Ensure the highest quality of educational services with the resources available. Serve as a liaison between the District and the community. Keep the community informed about school programs, services and activities. Work with the community to maintain a strong commitment of financial support.

   

Minimum Qualifications:

 A.Valid State of Ohio Superintendent’s certificate;

 B.Master’s degree or higher from an accredited college or university with a major in educational administration/supervision or curriculum/instruction;

 C.Meet all health requirements mandated by law (e.g., a negative tuberculosis test, etc.);

 D.Evidence of a clear record as determined by the Ohio Bureau of Criminal Identification and Investigation and/or the Federal Bureau of Investigation;

 E.Possess or acquire computer skills necessary to perform job duties;

 F.Completion of all student activity supervisor validation requirements related to safety and first aid as directed;

 G.Meet all prerequisite qualifications to be bonded.

Responsibilities and Essential Functions:

The following skills and duties are representative of performance expectations. A reasonable accommodation may be made to enable a qualified individual with a disability to perform essential functions.

 A.Accountable to the Board for the effective organization, management and evaluation of all District programs, services and activities.

 B.Administer the District’s operations. Carry out the adopted policies of the Board. Enforce all local, State and Federal laws.

 C.Oversee the preparation of reports that comply with the Ohio Department of Education rules and regulations. Protect the confidentiality of privileged information.

 D.Attend all Board meetings. Prepare the agenda for each Board meeting with the assistance of the Treasurer and Board President.

 E.Serve as the Board professional advisor. Present professional recommendations on all problems and issues considered by the Board. Serve as an ex-officio member of all Board committees.

 F.Keep the Board informed about school programs, services and activities. Monitor and interpret emerging needs.

 G.Monitor and evaluate the relevance of all policies originating with the Board. Research, analyze and prepare policy recommendations for Board consideration. Recommend revisions to keep policies current. Provide sufficient documentation to permit a complete review of the facts by the Board.

 H.Develop administrative procedures to carrying out Board policies.

 I.Work with the Treasurer to prepare an annual budget/appropriations measure designed to serve the needs of the school system. Prepare recommendations that maintain the highest quality of educational services attainable using available resources. Administer the financial operations of the District to ensure judicious use of funds.

 J.Recommend the purchase of equipment and supplies that are appropriate for the purposes and needs of the school system. Participate in consortium purchasing programs, when appropriate. Work with the Treasurer to prepare competitive bid specifications.

 K.Prepare an annual report and a District calendar for Board adoption.

 L.Establish management goals. Provide leadership to resolve problems. Sustain progress and maintain effective communications by means of regular administrative meetings. Promote staff leadership development. Assume full responsibility for the results of duties delegated to subordinates.

 M.Provide leadership for the planning, application and evaluation of innovative services. Assume responsibility for the continuous improvement of the instructional program.

 N.Express high expectations for students and show an active interest in their progress.

 O.Provide leadership to advance and carry out the District’s continuous improvement plan.

 P.Oversee the preparation of grant applications (e.g., technology, foundation, etc.).

 Q.Work with the Educational Service Center and appropriate District staff to select and recommend courses of study, textbooks and other instructional materials. Present recommendations to the Board for adoption.

 R.Oversee the planning process to select and recommend courses of study, textbooks and other instructional materials. Present recommendations to the Board for adoption.

 S.Assign certified and classified personnel. Recommend applicants for employment. Administer demotions, transfers, nonrenewals or terminations according to Board policies and State law. Oversee the maintenance of a personnel file for each employee.

 T.Negotiate contractual agreements for supplemental services (e.g., special transportation services, out-of-District programs, physical and occupational therapy, etc.).

 U.Prepare and present salary recommendations to the Board for adoption. Oversee negotiations with recognized bargaining units to formulate salary schedules appropriate to the financial resources of the District.

 V.Oversee the evaluation and maintenance of a suitable staff development program (e.g., participation in professional associations, in-service training, workshops, seminars, etc.).

 W.Organize and carry out a public relations program that promotes a favorable image of the District. Facilitate an understanding of the District’s philosophy, vision, policies and programs. Engage civic, business and community leaders as partners in the education process.

 X.Work cooperatively with the Educational Service Center (e.g., special education services, curriculum planning activities, staff training, procurement of substitute teachers, etc.).

 Y.Maintain program continuity by recommending qualified substitute teachers for employment.

 Z.Oversee a complete and accurate District-wide record-keeping system.

 AA.Oversee the preparation and reporting of Student Information System (S.I.S.) and Educational Management Information System (E.M.I.S.) data.

 BB.Oversee the effective provision of transportation and food service programs.

 CC.Oversee an ongoing program to maintain and preserve the District’s buildings, grounds and equipment. Formulate long-range plans to address projected needs based on current information and verifiable trends.

 DD.Act as the District’s safety director. Oversee the evaluation, updating and monitoring of emergency preparedness plans. Initiate appropriate action during all emergencies.

 EE.Maintain visibility and participate in community activities. Arrange to be accessible to students, parents and the public. Receive questions, requests, and complaints. Encourage suggestions from all interested individuals, when appropriate. Respond to their concerns promptly and tactfully.

 FF.Recognize the value of leadership participation in National, State and Regional activities (e.g., professional associations, advisory committees, etc.) to the District and community.

 GG.Participate in professional growth activities to keep current with advances in knowledge and trends in education and organizational administration.

 HH.Serve as a role model for staff and students. Always exemplify responsible leadership. Display personal integrity, impartiality, respect and courtesy.

 II.Perform other specific job-related duties as directed by the Board.

Supervisory Responsibility:

Administer the supervision and evaluation of all District personnel as authorized by Board policy.

Working Conditions:

Exposure to the following conditions may range from remote to frequent, based on circumstances and factors that may not be predictable.

 A.Potential for exposure to bloodborne pathogens;

 B.Interaction with agitated or upset individuals;

 C.Interaction with disruptive or unruly students;

 D.Duties may require extended time using a computer terminal and keyboard;

 E.Duties may require operating and/or riding in a vehicle;

 F.Duties require considerable telephone contact and paperwork;

 G.Duties require working under stress to meet schedules and deadlines;

 H.Duties may require working during the evening and/or weekend.
