5451.02 - TECHNICAL EXCELLENCE HIGHER EDUCATION SCHOLARSHIPS

Wisconsin's Technical Excellence Higher Education Scholarship is a State supported program, jointly administered by the Department of Public Instruction (DPI) and the Higher Education Aids Board (HEAB). The program offers scholarship recipients scholarships for post high school education at eligible technical education institutions in Wisconsin.

By February 25th of each school year, the School Board will designate the appropriate number of senior(s) from the high school with the highest levels of proficiency in technical education subjects as scholars eligible to receive a Technical Excellence Higher Education Scholarship.

The following standards must be met to qualify for the Technical Excellence Higher Education Scholarships. The student and alternates must:

 

A.

be a resident of the United States who is either a U.S. citizen or an alien lawfully admitted for permanent residence;

   
 

B.

be a Wisconsin resident as defined in 36.27 Wis. Stats.;

   
 

C.

have achieved senior status;

   
 

D.

be selected based on the highest levels of technical proficiency as of the last day of the semester which ended just prior to February 25th.

Level of Proficiency Criteria

The Board shall develop criteria to determine the level of proficiency in technical education subjects and submit those criteria to the Higher Education Aids Board for approval. Given Board approval of the criteria, the faculty of the high school may use those criteria to nominate (select) the appropriate number of seniors for designation as scholars or to certify alternates.

Students enrolled under the Chapter 220 Program and full-time public school Open-Enrollment Program who qualify based on the standards identified above are eligible for the Technical Excellence Higher Education Scholarship in the school they actually attend.

In the event of a tie involving the level of proficiency in technical education subjects:

 

A.

the first tie breaker will be the GPA;

     
 

B.

in technical education classes, the highest number of technical education credits.

     
   

The scholar with the highest GPA will be selected.

     
 

C.

WorkKeys Test, Composite ACT; and

     
 

D.

coin flip

Except for the limitation on the number of designated scholars, the faculty of the high school shall select the applicable number of seniors for designation as scholars and shall certify, in order of priority, any remaining seniors with the same level of proficiency as alternates for the scholars or, if there is no remaining senior with the same level of proficiency, any remaining seniors with the next highest level of proficiency as alternates for the scholars.
