9270 - EQUIVALENT EDUCATION OUTSIDE THE SCHOOLS (HOME SCHOOLING)

The Board of Education encourages the enrollment of all school age children resident in this District in public schools or in approved parochial or private schools so that they may enjoy the benefits of a well-planned educational program and the socialization possible in a group environment.

The Board recognizes its responsibility for assuring that every resident school-age child is enrolled in an approved school or is offered an equivalent education elsewhere and designates the Superintendent to act in its behalf.

A parent electing to home educate a child shall provide the ESC Superintendent with annual written notification. The notification must include certain specific information and assurances concerning the home education program as set forth in State law, the State Department of Education Regulations, and AG 9270.

The ESC Superintendent will excuse the child from attendance for home education purposes upon satisfactory showing that the child is being home educated by a person qualified to teach the branches in which instruction is required as referenced in AG 9270, and such additional branches, as the advancement and needs of the child may, in the opinion of the ESC Superintendent, require.

The ESC Superintendent shall provide administrative guidelines that ensure that, prior to a child being excused from attendance for home education purposes, all requirements specified in the State Department of Education regulations and the conditions established in Policy 5463 - Credits from State-Chartered, Special, and Nonchartered Schools have been met.

In order to participate in the District's academic program or to participate in extra-curricular activities as described in Policy 2431 and Policy 5111, the Board shall allow a resident "home schooled" student who's parents reside in the District and is currently being "home schooled" in grades 7-12 to enroll on a part-time basis. Part-time enrollment is an option in grades 7-12 only.

Students choosing to enroll in the District from a "home schooling" program will be required to take an assessment to determine their proper placement. This requirement is applicable to "home schooling" students who enroll on a full or part-time basis. Using the Ohio Content Standards, the principal shall establish what constitutes an appropriate assessment, and the criteria for grade placement. In grades K-8, primary attention should be given to a student's level of proficiency in reading, writing, and mathematics. In grades 9-12, credits shall be awarded when a student demonstrates proficiency in the specific courses being considered (example: Credit for Algebra I would be granted when a student demonstrates s/he has mastered the benchmarks from the Ohio Math Content Standards). Students enrolling at the high school must take and pass the Ohio Graduation Tests as prescribed by the Ohio Department of Education.
