Administrative Guidelines
 

9800 - HIGH SCHOOL DIPLOMAS TO WORLD WAR II, KOREAN CONFLICT, AND VIETNAM CONFLICT VETERANS

Applications are available at the County Veterans Services Office for any person who wishes to obtain a high school diploma for an individual, living or deceased, who left high school to serve in World War II, the Korean Conflict or the Vietnam Conflict. Also, forms are available for any person who wishes to obtain a high school diploma for a woman, living or deceased, who left high school during World War II, the Korean Conflict, or the Vietnam Conflict prior to graduation in order to join the workforce to support her family or to join the war effort or left due to family circumstances and subsequently joined the workforce or war effort. After the applicant completes the appropriate portion of the form with that office, the County Veterans' Services Office completes the rest of the form to verify service and eligibility (R.C. 3313.616 and A.C. 5902-3-01). This form is then returned to the school from which the individual, or applicant on behalf of the individual, is requesting the high school diploma.

To be eligible for a diploma, all of the following criteria must be met:

 

A.

The individual is a current resident of the State of Ohio or was previously enrolled in any high school in this state.

   
 

B.

The individual either left a public or nonpublic school located in any state prior to graduation:

   
 

1.

in order to serve in the armed forces of the United States;

   
 

2.

due to family circumstances and subsequently joined the workforce or war effort, or entered the armed forces of the United States.

   
 

To qualify, the veteran must have served at any time during the period of September 16, 1940 and December 31, 1946, June 27, 1950 and Jan. 31, 1955, or August 5, 1964 (February 28, 1961 for veterans who served "in country" before August 5, 1964) and May 7, 1975 in any branch of the Armed Forces of the United States including:

United States Army Air Corps;

   
 

2.

United States Air Force;

   
 

3.

United States Army;

   
 

4.

United States Coast Guard;

   
 

5.

United States Marine Corps;

   
 

6.

United States Navy.

   
 

C.

The veteran received an honorable discharge from the armed forces of the United States as verified by the original or a copy of the DD 214 or other proof of service.

   
 

D.

The individual has not been granted a high school diploma, a diploma of adult education, or a diploma under this provision.

The application form was developed by the Governor's Office of Veterans' Affairs, with the advice and consent of the Veterans Advisory Board, for use by all County Veterans Services Offices to process requests from World War II veterans or their family members for the awarding of high school diplomas. When completed, the application is forwarded to the District from which the applicant has indicated they would like to receive the high school diploma. The District may then award the diploma to the individual or to a living relative of the individual. (See Form 9800 F1)
