Administrative Guidelines
 

5113 - INTER-DISTRICT OPEN ENROLLMENT APPLICATION PROCESS

 

A.

Applications must be submitted for inter-district open enrollment on the official school district enrollment website and submitted electronically, online to the West Clermont Central Enrollment Office.

 
 

B.

A separate, electronic application form must be submitted for each student who requests an inter-district transfer.

 
 

C.

Approval of students for open enrollment is at the discretion of the Superintendent in accordance with the District’s policies and administrative regulations.

 
 

D.

No inter-district transfer will be permitted if the enrollment of the grade level being requested exceeds District capacity limits and educational program limits.

 
 

E.

West Clermont Local School District will assume no responsibility for the transportation of students.

 
 

F.

Outside-the-district applications shall be on a first-come, first-serve basis (date/time of receipt) with an assurance that the following order for placement will be followed.

 
 

1.

West Clermont Local School District resident students will not be displaced

 
 

2.

Students who are currently enrolled in the West Clermont Local School District

 
 

3.

Children of employees

 
 

4.

Students who are members of the same family unit

 
 

5.

Tuition students

 
 

G.

Applications must be submitted annually and all approvals will be on an annual basis in accordance with the Inter-district Open Enrollment Policy. Special circumstances or students who are currently enrolled who move prior to October 1st may be considered for open enrollment past these established dates.

 
 

H.

Students who begin, but choose not to complete the entire school year at West Clermont Local School District and who return to their resident school district during that same year, will not be permitted to apply for inter-district enrollment status for the following year.

 
 

I.

Special education students from those districts in the special education consortium in which West Clermont Local School District is a participant shall have priority over inter-district open enrollment applicants.

 
 

J.

Any student accepted into the inter-district open enrollment program who is a special education student shall be required to attend the school within the West Clermont Local School District where services specified in the student’s IEP are currently available.

 
 

K.

Any student who expects to graduate from West Clermont Local School District must meet all the graduation requirements established in Board Policy 5460 by the West Clermont Local School District.

 
 

L.

Once a student meets graduation requirements in the West Clermont School District or in a district other than West Clermont, they are no longer eligible for West Clermont’s open enrollment program.

 
 

M.

All students applying for open enrollment in high school must submit a transcript as part of the application process.

 
 

N.

Any falsification of information on the application form will render the application null and void.

 
 

O.

No student shall be accepted in the West Clermont Local School District under the inter-district open enrollment program who has accumulated five (5) or more unexcused absences during the previous school year or during the current school year if applicable.

 
 

P.

No student shall be accepted in the West Clermont Local School District under the inter-district open enrollment program who has been suspended or expelled from school for at least ten (10) consecutive days in the current semester or the immediately preceding semester.

 
 

Q.

In addition, no student shall be accepted in the West Clermont Local School District under the inter-district open enrollment program who has been convicted and/or ruled a delinquent child for committing any of the crimes listed below.

 
 

1.

Conveying deadly weapons or dangerous ordnance;

 
 

2.

Possessing deadly weapons or dangerous ordnance;

 
 

3.

Carrying a concealed weapon on school property or at a school function;

 
 

4.

Trafficking in drugs;

 
 

5.

Murder or aggravated murder;

 
 

6.

Voluntary or involuntary manslaughter;

 
 

7.

Assault or aggravated assault;

 
 

8.

Rape, gross sexual imposition or felonious sexual penetration; and/or

 
 

9.

Complicity in any of the above offenses.

Inter-district Enrollment Capacity Criteria

The following criteria shall be used in determining space for additional students for inter-district open enrollment:

 

A.

No existing program will be expanded because of inter-district open enrollment. No program will be moved to another building to accommodate students interested in transferring to West Clermont Schools. No new programs or personnel will be added because of inter-district enrollment.

 
 

B.

Transfer for open enrollment purposes may not create a racial imbalance. If minority balance of either the sending or receiving school would be negatively impacted, then the Superintendent shall have individual discretion in this matter.

 
 

C.

In addition to meeting the conditions of building capacity, an applicant will not be accepted if doing so would result in class sizes that exceed the following:

Notwithstanding the above grade level enrollment limits, individual course enrollments in grades 9-12 shall not exceed the available number of teaching stations or enrollment limits established by state regulation. At the time applications are submitted, applicants in grades 9-12 must submit a list of courses being requested so that a determination can be made whether space is available for inter-district open enrollment students.

 
 

No student, once accepted, will be displaced should the enrollment exceed the limits stated above.

 
 

D.

Enrollment in grades 7-12 may be permissible if the Superintendent or his designee notifies the family that there may be space and that they may meet with the school guidance counselor to work out an individual schedule. Enrollment in a particular class by an inter-district student cannot cause that option to be closed to residents of the West Clermont Local School District.

 
 

E.

The building capacity will be reviewed annually and appropriate changes will be made, if necessary. The capacity numbers serve as a guide.

Inter-District Enrollment Timeline

Application Available:

May 1st of each year.

 

No phone calls or personal meetings will be accepted.

 

Application Cut-off:

Applications must be submitted to the Superintendent’s office no later June 15th of each year.

   

Application Approval:

Requests will be acted upon (approval or denied) by the last Friday in June, with notification via letter from the Superintendent.
