1220 - EMPLOYMENT OF SUPERINTENDENT
The Board of Education vests the primary responsibility for the administration of this District in the Superintendent of Schools. The appointment of that officer is, therefore, one of the most important functions the Board can perform.
Whenever the position of Superintendent shall be vacant, the Board shall appoint a Superintendent of Schools as chief executive officer prior to June 30 and fix his/her salary and term of office which shall be no more than five (5) years.
The Board shall actively seek the best qualified and most capable candidate for the position of District Superintendent. It may be aided in this task by the services of professional consultants.
Recruitment procedures shall be prepared in advance of the search and shall include the following:
| A. | The preparation of a written job specification for the position of Superintendent. | ||
| B. | Preparation of written specifications of qualification (in addition to proper State licensing). |
| 1. | The Superintendent of Schools shall be a citizen of the United States and possess, or be entitled to, a license as provided in R.C. 3319.03 - 3319.08. | |||
| 2. | S/He shall have a master's degree, or the equivalent, from an accredited university with a major in educational administration and/or supervision. | |||
| 3. | S/He shall have had at least five (5) years of experience in teaching, supervision and/or administration of public schools. | |||
| 4. | S/He shall have established himself/herself as an educational leader in the profession. |
| C. | Preparation of informative material describing the School District and its educational goals. | ||
| D. | Where feasible, the opportunity for applicants to visit the school(s) of the District. | ||
| E. | The requirement that each serious candidate for the position be interviewed by Board members in a format that encourages him/her to express his/her educational philosophy. | ||
| F. | Solicitation of applications from a wide geographical area. | ||
| G. | Consideration of all applicants fairly without discrimination on the basis of race, sex, age, religion, ethnic background or other condition unrelated to the position of Superintendent. |
EMPLOYMENT CONTRACT
No person may be employed as Superintendent of this District unless s/he has signed an employment contract with the Board. Said contract shall include:
| A. | The term for which employment is contracted, including beginning and ending dates. (Said term shall not exceed five (5) years.) | ||
| B. | The salary which the Superintendent shall be paid and the intervals at which s/he shall be paid. | ||
| C. | The benefits to which s/he is entitled. | ||
| D. | A provision for the termination of the contract on at least six (6) months written notice duly given by its parties. The Superintendent shall receive notice of Board determination, not to reemploy the Superintendent, before March 1 of the year in which the contract expires. | ||
| E. | Such other matters as may be necessary to a full and complete understanding of the employment contract. |
The Superintendent so appointed shall devote himself/herself exclusively to the duties of his/her office.
The Superintendent so appointed shall reside within the School District.
Any candidate's misstatement of fact, material to his/her qualification for employment or the determination of his/her salary, shall be considered by this Board to constitute grounds for his/her dismissal.
The person selected for the position of Superintendent shall be required to pass a physical examination reasonably related to the duties s/he will be required to perform, the cost of which shall be borne by the District.
Any applicant under final consideration of employment with the Board must complete a DMA form with no positive indications that material assistance has been provided to a terrorist organization before working in the District (see Policy 8120).
Prior to employment, the candidate selected must also pass a background check performed by the Bureau of Criminal Identification and Investigation and/or the Federal Bureau of Investigation.
