5113 - ATTENDANCE OF NON-RESIDENT STUDENTS

Definition of Non-Resident Students

A non-resident student is a student whose legal settlement is outside the boundaries of the Wa-Nee Community School Corporation. Legal settlement is defined in Public Law 101 is in the attendance area of the School Corporation where the student’s parents reside.

Admission of Non-Resident Students

In accordance with Public Law 101, non-resident students may be accepted as School Corporation students on an annual school year cash transfer tuition basis or by an approved transfer certificate from a transfer or school corporation, provided:

 A.The student’s conduct and academic records are of acceptable quality.

 B.No class or program will be overcrowded by their enrollment and attendance.

 C.No increase in staff will be required.

 D.The student and parents will accept the grade level or program placement designated by the principal after reviewing certified student records.

 E.The parents, guardians, or custodians agree to pay the transfer tuition according to this policy.

 F.The transfer is based on the parents’, guardians’ or custodians’ sincere belief that the student could be better accommodated by the educational program at the School Corporation rather than the educational program at the school corporation where the student has legal settlement.

 G.Students transferring to NorthWood High School from a non-credited school must follow school policy on the determination of appropriate and applicable credits.

The principal and the Superintendent shall be granted the authority to grant or deny any and all transfer requests, based upon the above mentioned guidelines.

Tuition Fees of Non-Resident Students

For cash transfer tuition students, an estimated annual tuition rate shall be established before the opening of the school year. The estimated rate shall represent the actual cost per student exclusive of transportation, auxiliary activities, and capital outlay expenditures - less State tuition support - based on the cost of the previous school year as reported to the State Superintendent’s office. The difference between the estimated cost and the actual cost per student will be determined in the summer immediately following the close of the current school year and necessary billing adjustments will be made at that time. Cash tuition payments shall be made in advance on an annual, semester, or monthly basis as outlined below. In the case of approved transfers from another school corporation, tuition payments shall be made as per agreement between the transferee school corporation and the transferor school corporation.

Payment Procedures

In order for a student to attend the School Corporation as a cash transfer student, payment of the tuition owned must be paid in according to the following schedule:

 

K - 8

one-half (1/2) as of September 1st

   

one-half (1/2) as of February 1st

     
 

9 - 12

one-third (1/3) as of September 1st

   

one-third (1/3) as of December 1st

   

one-third (1/3) as of April 1st

Upon request, payments may be made monthly over a nine (9) month period. A Transfer Tuition Agreement shall be completed and signed annually. Failure to make payments according to this schedule shall be grounds for exclusion from school. Students whose payments are not current at the end of a school year will not be permitted to enroll for the following school year.
