1230 - SUPERINTENDENT OF SCHOOLS

Reports to: Board of Education

Location: Central Office

Basic Purpose:

The Superintendent is the executive officer of the Board and therefore is responsible for the administration, supervision, direction, and evaluation of the total school system in the achievement of its mission and its day-to-day operations.

Principle Accountabilities:

 A.The Superintendent acts as the Board's professional advisor in all matters and recommends appropriate policies and programs for its consideration.

 B.The Superintendent implements and executes all policies adopted by the Board. Such policies are derived from his/her responsibility to keep the Board fully and accurately informed about the programs and needs of the District. The Superintendent has the responsibility also for presenting his/her recommendations on all problems and issues facing the Board.

 C.The Superintendent exercises a leadership role in the development and articulation of the District's mission and the improvement of instruction. In such, s/he should be alert to advances and improvements in educational and organizational change programs.

 D.The Superintendent leads in the development and operation of superior school-community relations; including participation in the life of the community and the furtherance of good collaborative relations with local jurisdictions.

 E.The Superintendent is responsible for the recruitment, hiring, development, evaluations, and termination of all staff.

 F.The Superintendent, by working with the Treasurer, develops and presents for the Board's consideration the annual budget, the rolling five-year forecast, and the capital improvement plan. S/He also recommends priorities for expenditures of funds and coordinates his/her fiscal responsibilities with that of the Treasurer in the financial planning for the District.

 G.The Superintendent serves as the Board's liaison with its employees, community groups, and other school districts.

 H.The Superintendent has other duties as may be determined from time-to-time by the Board.

Dimensions:

This position is responsible for the overall educational program, budget, and staff of the District operating with 360 employees, a $40 million capital plant, and an $33 million budget.

Impact:

The Superintendent has complete responsibility for all aspects of program and budgetary planning, execution, and control.

Environment:

 A.Assignment, Review, and Approval of Work: The source of assignment comes from the District's strategic plan, educational goals, and Board directive. Assignments are broad in nature and periodic, not day-to-day in review.

 B.Responsibility and Decision-Making Authority: The Superintendent operates within public law, sound educational philosophy, and Board policy. Supervision is in terms of setting and evaluating performance objectives.

 C.Supervisory role: The Superintendent has complete responsibility and authority of all District personnel.

 D.Working Conditions: Works in office; visitation of buildings; school, and community activities.

Knowledge and Experience:

 A.Superintendent Certification

 B.Previous supervisory and building administration experience

 C.Master's Degree or higher

 D.Good management and organizational development skills

Challenges:

 A.Major or Unusual Problems or Opportunities: The major challenges facing the Superintendent are the articulation of the District's educational purposes, the development of high quality educational standards, and the development of the District's personnel and facilities to achieve these standards.
