9140 - CITIZENS' ADVISORY COMMITTEES

The Superintendent or the Board of Education may create citizens’ advisory committees for the purpose of making specific studies or for the purpose of providing counsel to the Superintendent or the Board of Education on certain programs, issues, or problems. The functions of such committees shall be clearly stated before appointment.

Method of Appointment

Members of the authorized advisory committees shall be appointed by the Superintendent or the Board of Education.

Organization

Advisory committees are to be broadly representative. Citizens’ committees may be invited to suggest persons to be considered for appointment. The Superintendent or the Board of Education may prescribe the plan for internal organization of such committees, or the Superintendent or the Board of Education may request the committee to organize as it sees fit.

Resources

Advisory committees shall receive requested and needed information, materials, and assistance from the administrative staff and departments of the school system. Such requests shall be made through the Superintendent. Approval for financial needs shall be based upon the amount of available funds and justification for proposed expenditures.

Reporting and Authority

Recommendations of advisory committees are to be based upon research and facts and are to be submitted in writing to the Superintendent or the Board of Education. Advisory committees will have no authority to make any decisions on behalf of the Superintendent or the Board.

Dissolution

Advisory committees shall be terminated upon completion of their assignments, or they may be terminated by written notice from the Superintendent or the Board of Education at any time.
