POSITION DESCRIPTION

TITLE:

Superintendent of Schools

 

DEFINITION:

The Superintendent is the chief executive and administrative officer of the Board. The Superintendent reports directly to the Board, has all powers and duties imposed upon the office by statute, and has all executive and administrative powers and duties in connection with the overall operation of the schools which are not required by statute to be exercised directly by the Board or by some other officer. The Superintendent exercises leadership through school administrators who comprise the Leadership Team.

MAJOR POLICY RESPONSIBILITY:

The Superintendent initiates and recommends policies for approval by the Board and develops policies recommended by the Board. Following approval of policies by the Board, the Superintendent is responsible for implementing policies and insuring that the overall operation of the schools adheres to established Board policies. The Superintendent shall effect the position responsibilities by delegating, at his/her discretion, said responsibilities to assistants and subordinates with the knowledge that the delegation or power or duty does not relieve the Superintendent of final responsibility for the action taken under such delegation.

An administrator holding this position will observe the principles incorporated in the Pillars of Ethical Behavior, as adopted by the Board, and will work to implement those parts of the District’s strategic plan within the administrator’s key functions or as otherwise assigned.

KEY FUNCTIONS:

 A.School Board Operations
  Authority/Responsibility
  Recommend to the Board policies on all school system functions, implement Board policies and Board action, and interact with the Board about major school system issues.
  Representative Activities

  1.Advise the Board on the need for new and/or revised policies and see that all policies of the Board are implemented.

  2.Prepare and submit to the Board recommendations relative to all matters requiring Board action, placing before the Board such necessary and helpful facts, information, and reports as are needed to insure the making of informed decisions.

  3.Submit to the Board a clear and detailed explanation of any proposed procedure which would involve either departure from established policy or the expenditure of substantial sums.

  4.Prepare the agenda for Board meetings, attend and participate in all meetings of the Board and its committees, except when own employment or salary is under consideration, and participate in all Board deliberations, with no voting power.

  5.Keep the Board informed of the activities operating under the Board’s authority.

 B.Planning
  Authority/Responsibility
  Direct the assessment of District needs and the development and updating of a strategic plan for the District.
  Representative Activities

  1.Establish a process for recommending to the Board a District mission statement and strategic goals and strategies.

  2.Assist the Board and Leadership Team in developing organizational/operational goals of objectives for the District.

  3.Assist appropriate staff in the development and monitoring of work goals and objectives leading to improvement of staff performance and program implementation.

  4.Establish framework for projecting enrollment for ten (10) years and multi-year revenue and expenditures.

 C.Curriculum and Instruction
  Authority/Responsibility
  Direct the work of appropriate administrators in the evaluation, development and implementation of curriculum and the improvement of instruction, and recommend needed curriculum revisions to the Board for approval.
  Representative Activities

  1.Establish a system for curriculum development.

  2.Recommend to the Board for its adoption all courses of study, curriculum guides, and major changes in texts and time schedules to be used for instruction in the schools.

  3.Establish a system for supervision of instruction.

 D.Personnel and Staff Development
  Authority/Responsibility
  Recommend to the Board the employment and selection of the administrative, instructional, and support staff, assign the staff, evaluate their performance, and monitor staff development activities in the District.
  Representative Activities

  1.Secure and nominate for employment the best qualified and most competent teachers and support and administrative personnel.

  2.Assign and transfer employees as the interest of the District may dictate.

  3.Provide and implement a plan of evaluation for employees of the District and personally evaluate certain administrative personnel.

  4.Report to the Board employees whose service is unsatisfactory, and recommend appropriate action.

  5.Provide for opportunities for staff development for employees.

 E.Business Services
  Authority/Responsibility
  Oversee and administer the procurement and use of all District funds and facilities in order to achieve the District’s educational goals with a maximum of efficiency and a minimum of waste.
  Representative Activities

  1.Provide a process for the creation of the annual tax budget and appropriation budget and recommend them to the Board for approval.

  2.Recommend to the Board tax millage needed to maintain the District’s educational programs and provide leadership to tax levy campaigns.

  3.Provide bidding, purchasing and accounting procedures that are cost effective and efficient.

  4.Make recommendations to the Board concerning the closing of schools no longer needed for the instructional program and the location and size of new school sites and additions to existing sites.

  5.Provide appropriate regulations for use and care of school properties.

 F.Student Services
  Authority/Responsibility
  Direct the supervision of educational services which attend to all special needs in the District.
  Representative Activities

  1.Provide student services to support the program of instruction.

  2.Provide a program for handicapped students.

  3.Make recommendations to the Board concerning student attendance and students’ rights and responsibilities.

  4.Make recommendations to the Board concerning the transportation of students and provision of food services.

 G.School and Community Relations
  Authority/Responsibility
  Establish appropriate internal District communications and communications between the schools and community on issues deemed important to both.
  Representative Activities

  1.Keep the public and staff informed about current educational practices, educational trends, and the policies, progress, and problems of the District’s schools.

  2.Assess public and staff beliefs about matters pertaining to the schools.

  3.Respond to staff and community concerns.

  4.Maintain good contacts with the community’s media.

 H.School-Age Child Care
  Authority/Responsibility
  Direct the development, administration, and evaluation of the School-Age Child Care Program.
  Representative Activities

  1.Supervise the Director of School-Age Child Care and monitor the performance of program personnel.

  2.In conjunction with the School-Age Child Care Director and with the assistance of the building administrators, supervise the daily operation of the School-Age Child Care Program.

  3.With input from the Director of School-Age Child Care, make decisions in regard to program services.

 I.Early Childhood
  Authority/Responsibility
  Direct the development, administration, and evaluation of the Early Childhood Program.
  Representative Activities

  1.Supervise the Director of Early Childhood and monitor the performance of program personnel.

  2.In conjunction with the early childhood director, supervise the operation of the early childhood program.

  3.With input from the director of early childhood, make decisions in regard to program services.

 J.Professional and Personal Development
  Authority/Responsibility
  Develop and maintain professional and personal skills and knowledge necessary to provide leadership.
  Representative Activities

  1.Participate in local, State, and National professional organizations.

  2.Visit similar school systems and attend educational conferences.

  3.Read current professional literature.

EVALUATION:

Performance will be evaluated annually by the Board in accordance with the policies and regulations of the Board.
