| Administrative Guidelines |
8600.01 - STUDENT TRANSPORTATION
The Board of Education, each August or September, shall approve transportation routes and schedules for eligible students. The following guidelines shall be used to determine which students will be provided school bus transportation.
| A. | Students in kindergarten through eighth grade who reside beyond a one (1) mile radius of the assigned school building (or a 1-1/4 mile walking distance by the most direct route) shall be offered school bus transportation. (An official map for the District shall be maintained by the Executive Director for Business Services and/or the Transportation Supervisor showing circles with a one (1) mile radius around each school building.) | ||
| B. | Kindergarten through eighth grade students who reside within a one (1) mile radius of the assigned school building (or a 1-1/4 mile walking distance by the most direct route) but whose route to the assigned school building as a pedestrian necessitates exposure to unusually dangerous conditions shall be offered transportation. The Superintendent shall annually review the conditions affecting such pedestrians and determine whether such unusually dangerous conditions exist. In making this determination, s/he shall consider the following factors: |
| 1. | vehicular traffic volume | |||
| 2. | absence of adequate crosswalks | |||
| 3. | the number of traffic lanes | |||
| 4. | absence of traffic signals on streets in high vehicular volume areas | |||
| 5. | absence of sidewalks along streets having high traffic volume streets | |||
| 6. | speed limits; and | |||
| 7. | temporary dangerous conditions created by building or roadway construction |
|
No single factor listed above shall necessarily be sufficient cause to justify providing bus transportation. At the present time the following streets or intersections have been deemed unsafe or hazardous: |
| 1. | Lane Road (west of Reed Road; | |||
| 2. | Riverside Drive; | |||
| 3. | Henderson Road; | |||
| 4. | Kenny Road; | |||
| 5. | Intersection of Reed and Lange Roads; and | |||
| 6. | Fishinger Road (west of Mountview Road). |
| C. | Pursuant to Ohio law, students residing in the District, and who attend non-public schools which are approved by the Ohio State Department of Transportation shall be provided transportation if: |
| 1. | they attend kindergarten through the eighth grade; | |||
| 2. | their residence is located beyond a one (1) mile radius of the school attended (or a 1-1/4 mile walking distance by the most direct route); and | |||
| 3. | the transportation by bus requires no more than thirty (30) minutes of travel time. |
| D. | Pursuant to Ohio law, students who reside in the District who by reason of handicapping conditions are placed pursuant to an IEP in an educational program located outside of the District and thereby need transportation, such students will be provided school bus transportation pursuant to their IEP within or outside the District regardless of grade level | ||
| E. | Transportation between the home school and the Career Centers will be provided for resident students who attend the Centers as a part of their regular curriculum. | ||
| F. | Transportation between the home school and the Burbank Early Childhood School will be provided for students who attend the program. | ||
| G. | Transportation will be provided for gifted students between their home school and other school buildings within the District for gifted services. Transportation for informal and OWA students will be provided for those students who reside outside a one (1) mile radius of their home school (or a 1-1/4 mile walking distance by the most direct route). For purposes of this regulation, home school is defined to be their assigned school of attendance. | ||
| H. | OWA students may be transported between their schools and job sites, where feasible. | ||
| I. | Pre-kindergarten children with handicapped-like handicapping conditions (those described under State of Ohio Rules for the Education of Handicapped Children) will be transported if the following conditions exit: |
| 1. | a bus route currently exists to the given school | |||
| 2. | space exists on the bus for the student | |||
| 3. | the bus is equipped to deal with the child’s needs; and | |||
| 4. | attendance does not require additional scheduling of the bus. |
|
If students are identified as handicapped, transportation must be provided if needed for the child to receive the appropriate educational program on the IEP or if transportation is listed on the IEP as a related service. |
