5830 - STUDENT FUND-RAISING
While the District recognizes that student involvement in fundraising may foster positive team-building skills and camaraderie among students, every athletic coach and/or director or coordinator of a student activity is required to undertake each of the following precautions:
| A. | ensure that every student invited to participate in fundraising activities is made aware that participation on athletic teams or in extra-curricular activities are completely independent of fundraising activities; | ||
| B. | under no circumstances, inform a student that participation in fundraising is mandatory in order to try out for an athletic team or other extra-curricular activity; | ||
| C. | retaliate in any form against a student who has elected not to participate in a fundraising activity; | ||
| D. | ensure that no personally identifiable information about a student is disclosed. |
Procedures
All groups intending to conduct a fundraising activity must do the following:
| A. | submit the Fundraising Permission Form (see Form 5830 F1) to the appropriate principal(s) and Superintendent prior to the activity (this should be done at least two (2) weeks in advance); | ||
| B. | list the fundraising activity on the District Fundraising Calendar (sponsors are expected to do so through their principal(s) or program directors as early as possible); | ||
| C. | follow the guidelines contained in the "Student Activity Funds Manual" as regards budgeting, collection and/or disbursement of monies, and the deposit of funds to the appropriate student activity account | ||
| D. | submit the Fundraising Final Activity Report Form (see Form 5830 F3) to the appropriate principal(s), Treasurer, and Superintendent within two (2) weeks of the completion of the activity. |
Responsibility and Frequency
Each school, which has students involved in a fundraising activity, must have at least one (1) staff member (usually the sponsor) assigned the responsibility of monitoring the solicitation. Organizations generally may request the use of students for off premise solicitation sonly once during any school year. Further restrictions may be utilized in a given building commensurate with the maturity of the students and the types of activities being requested. (Exceptions must be approved by the principal and the Superintendent.)
Products and Services
All products and services should be of reasonable quality and have real value to the purchaser. The selling price of products and charges of services should not exceed that which is available commercially. The mark-up on goods purchased for resale should be within the range of 30% - 50%.
Incentives
Incentives should be limited to those which benefit the school fundraising group. The cost of such incentives should be evenly shared between the commercial organization and the school fundraising organization.
Professional Solicitation
The employment of professional companies, which solicit through telemarketing, mail, door-to-door, and/or similar activities, is prohibited.
Student Participation in Extra-curricular Activities
Students are encouraged to support the organizations to which they belong or join, but they are not to raise any amount of funds as a prerequisite for selection into a sport, activity, or program nor are they to be penalized for not doing so.
