As required by Ohio Revised Code Section 3313.609, no student shall be promoted to the next grade level if the student has been absent without excuse for more than ten percent (10%) of the required attendance days of the current school year and has failed two (2) or more of the required curriculum subject areas in the current grade unless the student's principal and the teachers of any failed subject areas agree that the student satisfies educational standards set forth below to be promoted to the next grade level, and in the circumstance described in this paragraph any references below to the student's principal's making such a determination shall be deemed modified so as to require that such a determination be agreed upon by that principal and the applicable teachers.
Elementary
The placement of a student in any grade level should be in the best interest of the student. Each elementary student is encouraged to move in a continuous growth pattern of academic achievement in harmony with his/her normal social and emotional development. Most students will require the normal time to progress through the elementary school curriculum although a few may require more or less time. In the elementary school, the principal recommends promotion or retention based upon input from teachers, a school psychologist, and appropriate others. Retention is viewed as another opportunity for growth at a particular grade level. While parents are consulted and involved before retention or acceleration is recommended, the decision is the responsibility of the principal with the right of appeal to the Superintendent.
Middle School

| | | Promotion to seventh, eighth, or ninth grade will be granted when the following criteria have been met: |
|
| | | 1. | A student has successfully completed all subjects in which s/he is enrolled. (Successful completion of a subject will be indicated by a final grade of D or better.) |
|
| | | 2. | A student has failed not more than one (1) subject. However, if the one (1) subject is English or math, promotion will require successful completion of the course requirements in summer school. |
|
| | | 3. | A student has successfully completed one (1) year of American History. |
|
| | B. | Retention
|
|
| | | In most instances students in grades six, seven, and eight will be retained when: |
|
| | | 1. | A student has earned a final grade of E in English or math. |
|
| | | 2. | A student has earned a final grade average of E in two (2) or more subjects. |
|
| | C. | Promotion After Reevaluation
|
|
| | | The principal shall reevaluate the records of a student who has been retained. Reevaluation will be made when the student has successfully met the established criteria for promotion. This may be accomplished by means of: |
|
| | | 1. | Successful completion of a subject failed during the regular school year but successfully repeated in an accredited summer school program. |
|
| | | 2. | A combination of summer school plus tutoring, with the principal's permission, when a student has failed two (2) or more subjects. This may be arranged through the school counselor. Tutoring requirements will be as follows: |
|
| | | | a. | Sixth, Seventh, and Eighth Grade |
|
| | | | | 1) | for a course meeting daily for a full year, forty (40) hours of tutoring plus eighty (80) additional hours of assigned work for a total of 120 hours |
|
| | | | | 2) | for a course meeting less than five (5) days a week or one taken on a semester basis, twenty (20) hours of tutoring plus forty (40) additional hours of assigned work for a total of sixty (60) hours |
|
| | | | b. | The tutor must be certificated in the subject area. |
|
| | | | c. | The tutor must indicate to the principal the results of the tutoring. The form for this purpose will be supplied by the counselor. |
|
| | D. | Transfer to Next Grade
|
|
| | | A student who has not met the requirement for promotion to seventh, eighth, or ninth grade may be transferred to that grade by the principal when the principal feels that placement in the next grade would be more beneficial than retention. |
|
High School
Promotion to grade ten, eleven, or twelve will be on the following basis:
| | A. | To grade ten: A student is eligible to be promoted to grade ten if s/he has completed a minimum of four (4) units of credit |
|
| | B. | To grade eleven: A student is eligible to be promoted to grade eleven if s/he has completed a minimum of ten (10) units of credit |
|
| | C. | To grade twelve: A student is eligible to be promoted to grade twelve if s/he has completed a minimum of fifteen (15) units of credit |
|
Note: These guidelines are considered as minimum. Usually a student will have earned many more credits than are needed for promotion.
ACCELERATION PLAN
| | A. | Acceleration Evaluation Committee meets to review all assessment information and determine whether grade level is an appropriate recommendation based on the student's demonstrated achievement over time. |
|
| | B. | The Acceleration Evaluation Committee shall issue a written decision on the outcome of the evaluation process to the principal and the student's parent/guardian. This notification shall include instructions for appealing the decision. |
|
| | C. | A school staff member will be assigned to oversee implementation of the acceleration plan and to monitor the adjustment of the student to the accelerated setting.
|
|
| | | At any time during the transition period, a parent/guardian of the student may request in writing that the student be withdrawn from accelerated placement. In such cases the principal shall remove the student from the accelerated placement without repercussions.
|
|
| | | At any time during the transition period, a parent/guardian may request in writing an alternative accelerated placement. In such cases, the principal shall direct the Acceleration Evaluation Committee to consider other accelerated options and to issue a decision within thirty (30) calendar days of receiving the request. If the student will be placed in a different accelerated setting from that initially recommended, the student's acceleration plan shall be revised accordingly, and a new transition period shall be specified.

| | | At the end of the transition period, the accelerated placement shall become permanent. The student's record shall be modified accordingly, and the acceleration implementation plan shall become part of the student's permanent record to facilitate continuous through the curriculum. (see Form 5410 F1) |
