Administrative Guidelines
 

9700A - DISTRIBUTION OF MATERIALS TO STUDENTS

Each nonprofit organization desiring to contact school children to promote its activities must satisfy the following requirements:

 A.Make written application on a printed form provided by the school administration and not distribute written material unless the form has been signed and the material to be distributed has been approved by the designated administrator;

 B.Print on each flyer, questionnaire, or announcement the statement, "This activity is not sponsored by the Upper Arlington Schools; and

 C.Make its activities available to all children of the age level involved, provided that this shall not prohibit differentiation on the basis of sex with regard to (1) the membership practices of the Girl Scouts, the Boy Scouts, the Campfire Girls, the YWCA, the YMCA, or voluntary youth services organizations which are exempt form taxation under Internal Revenue Code 501(a) and have membership that has been traditionally limited to one sex and principally to persons or less than nineteen (19) years of age, (2) programs or activities for the promotion of any Boys State, Girls State, Boys Nation, or Girls Nation conference or for the selection of students to attend any such conference and (3) father-son or mother-daughter activities in the schools provided that if such activities are provided for students of one sex, opportunities for reasonably comparable activities shall be provided for students of the other sex.

Parents may request that printed materials not be given to their children. Building principals are responsible for notifying parents of this option at the beginning of each school year and for communicating such requests to all staff members.

The printed material shall be distributed directly to the children only by school employees in the school building.

Mailing lists of students shall not be given to any nonschool sponsored organization.

The activities promoted by such printed material for distribution shall be of the following types:

 A.Activities related to the regular academic programs of the schools;

 B.Activities promoting the intellectual development of children (e.g. plays, concerts, lectures, crafts);

 C.Activities promoting the physical development of children (e.g. sport and exercise programs); and/or

 D.Activities promoting the personal and social development of children (scouting, dancing).

 E.Coaches employed by Upper Arlington City Schools may distribute flyers for any camps they hold that are directly related to their coaching assignment.

The activities to be promoted shall be judged by the school administration to be of high standard.

The District’s responsibility is limited only to the distribution of material.
