5112.01 - ADMISSION OF COMMUNITY, NONPUBLIC, HOME EDUCATED, AND ALTERNATIVE SCHOOL STUDENTS

All Students

All high school students enrolling in the Center must meet the following admissions criteria:

 A.Reside in or be open enrolled in one of the 19 member districts of the Center Planning District.

 B.Have no more than two (2) credit deficiencies toward graduation.

All students will be enrolled or re-enrolled without discrimination or prejudice.

The Center Guidance Office will:

 A.Inform the district of residence and the current educating school of the student's application.

 B.Verify residence in or open enrollment to the Center member district.

 C.In the case of an Alternative School, submit the "Student Transition to the Center from Alternative Settings" form to the Alternative School for completion.

 D.In the case of any student not cross-enrolled to the Center through a member district, require that the parent/guardian submit a copy of the student's birth certificate and immunization records in order to establish a state SSID number and a local eSIS record. The following will also be needed:

  1.A certified copy of an order or decree, or modification of such an order or decree allocating parental rights and responsibilities for the care of a child and designating a residential parent and legal custodian of that child if such an order or decree has been issued.

  2.A copy of his/her certificate of birth issued pursuant to R.C. 3705, or comparable certificate or certification issued pursuant to the statutes of another state; territory, possession, or nation, and copies of those records pertaining to him/her maintained by the school that s/he most recently attended.

  3.Any of the following shall be accepted in lieu of such certificate or certification by the person in charge of admission:

   a.A passport or attested transcript thereof filed with a registrar of passports at a point of entry of the United States showing the date and place of birth of the child.

   b.An attested transcript of the certificate of birth.

   c.An attested transcript of the certificate of baptism or other religious record showing the date and place of birth of the child.

   d.An attested transcript of a hospital record showing the date and place of birth of the child.

   e.Birth affidavit.

Home Educated Students

To enroll, the student and their parent/guardian must:

 A.Obtain an application from the Center Guidance Office or the website www.tctchome.com.

 B.Complete the application and return it with transcripts attached to the Center Guidance Office. It is the parent/guardian's responsibility to provide this documentation of credits earned.

 C.Agree to participate in OGT testing in the fall if not already participating.

Based on a review of the most recent annual academic assessment report and other home education records and evaluation information, the Superintendent will tentatively place the student in the grade level requested in accordance with R.C. 3319.01, pending final determination of credits earned.

Permanent grade placement will be determined by the Superintendent in accordance with R.C. 3319.01, upon review of transcripts, final determination of course credits earned, and/or the results of any nationally normed, standardized achievement tests taken by the student, and a conference with the student and/or parent(s).

Credit will be granted for any course appearing on a transcript from a correspondence school recognized and accepted by the Center.

In the absence of an official transcript, credit will be granted upon the student's passing a comprehensive final exam from the previous school year for each specific course.

The Center will be responsible for providing, administering, and scoring the exam(s).

Charter

To enroll, the student and their parent/guardian must:

 A.Obtain an application from the Center Guidance Office on the website www.tctchome.com.

 B.Complete the application and return it to the Center Guidance Office. It is the parent/guardian's responsibility to provide this documentation of credits earned.

Community (Charter) School or Nonpublic School

To enroll, the student and their parent/guardian must:

 A.Obtain an application from the Center Guidance Office on the website www.tctchome.com.

 B.Complete the application and submit it to the Community or Nonpublic School for completion of the Guidance portion of the application. The Community or Nonpublic School will then submit the completed application and transcripts to the Center Guidance Office.

For credit or course-work to be accepted for courses taken in a State-approved, non-public school or a non-chartered school:

 A.The course must have been taught by a certified teacher.

 B.The course must have met at least 120 hours per year for instruction if a regular academic course, or the total hours per year as set forth in the State Minimum Standards, if other than a regular academic course;

 C.Course content must have been comparable to district-established courses of study.

All students entering from a State-approved, non-public school may be given an individual achievement test, which will be used as an aid in placing these students.

Recognition of credits or course-work from a State-approved, non-public school shall be granted when the above-stated criteria are satisfied. Only grades awarded for courses taken at the Center or at a school approved by a state education agency shall be considered in class ranking and for entering on the transcript.

Alternative School

To enroll, the student and their parent/guardian must:

 A.Obtain an application from the Center Guidance Office on the website www.tctchome.com.

 B.Complete the application and submit it to the Alternative School for completion of the Guidance portion of the application. The Alternative School will then submit the completed application and transcripts to the Center Guidance Office.
