7230 - GIFTS TO THE DISTRICT
The Board accepts its responsibility to provide from public funds sufficient supplies and equipment for an effective educational program. It recognizes, however, that individuals or organizations may wish to make gifts to enhance or extend District programs.
The Board encourages unrestricted gifts or donations to the District. To be acceptable, a gift or donation must be offered by a donor acceptable to the Board. Unrestricted gifts or donations shall be used to support the Board's educational priorities and objectives and allocated upon recommendation of the Superintendent.
Donations to fund projects are acceptable if the Board has approved the project.
Gifts to specific buildings are acceptable if they support specific building initiatives that are determined in conjunction with the principal.
The Superintendent shall determine the placement and use of property gifts to the District.
The Board will make every effort to honor the intent of the donor in its use of the gift, but reserves the right to utilize any gift it accepts in the best of interest of the educational program of the District.
Any gift accepted by the Board shall become the property of the Board, may not be returned without the approval of the Board, and shall be subject to the same controls and regulations as any other properties of the Board. The Board shall be responsible for the maintenance of any gift that it accepts.
In addition, a gift or donation must not:
| A. | begin a program which the Board would be unwilling to take over when gift and grant funds are exhausted; | ||
| B. | bring undesirable or hidden costs to the District; | ||
| C. | place undesirable restrictions on the District; | ||
| D. | be inappropriate or harmful to the educational program of the District or to students; | ||
| E. | imply endorsement of any commercial product, business enterprise, or institution of learning; | ||
| F. | be in conflict with any provision of the General School Laws or public laws. |
The Superintendent shall:
| A. | Be the sole point of contact regarding the offer of a gift to the District. Members of the Board of Education, the administration or staff should direct all potential donors to the Superintendent to consider gifts. | ||
| B. | Determine the allocation of unrestricted financial donations and will determine the placement and use of property gifts to the District. | ||
| C. | Acknowledge the receipt of any gift accepted by the Board. | ||
| D. | Counsel potential donors on the appropriateness of gifts and encourage donors to choose as gifts, supplies or equipment not likely to be purchased with public funds. | ||
| E. | Prepare fitting means of recognizing or memorializing gifts to the District. |
