The authority for the Board of Education to compensate its employees includes the authority to provide fringe benefits not otherwise specifically circumscribed by statute. Additionally, the Board also has the authority to provide amenities to persons who are not employees if such expenditures constitute a public purpose.

This policy authorizes the Superintendent of Schools to provide employees and other persons with certain amenities as from time to time are necessary and appropriate. The intent of this policy is limited to the following areas: coffee, refreshment, meals, and the like for persons who serve as employees, officers, volunteers, or in an advisory capacity, plaques, or token gifts in recognition of service.

Expenditures for such amenities shall come from the appropriation for "Other Fringe Benefits."
