The Board of Education, as a general policy, shall be interested in making promotions within the system. By law, all appointments are made upon the recommendation of the Superintendent.

Factors to be considered in promotion are the professional growth and attitude of the person to be considered, as evidenced by additional graduate training, the personal qualifications of the person to be considered, including character, ability, personality; capacity for proper public relations in the community and capacity for personal relations with other members of the staff; potential leadership; relationships with students; and certification required by law for the promotion involved.
