2466 - PRESCHOOL PROGRAMS

In an effort to address the needs of preschool children, the Board of Education shall provide, where required by law, and may provide for other preschool age children where funds are available through District and/or collaborative arrangements, services that include all components of a developmentally-appropriate program. The District shall encourage the use of nondistrict sites and participation in nondistrict preschool programs.

These programs shall contribute to each child's overall intellectual competence, social behavior, physical growth, and emotional development and shall include, at minimum, the following:

 A.Procedures for identification, screening, admission, or placement criteria for both nondisabled and disabled children that are written, nondiscriminatory, program related, open to the public, and address all pertinent State and Federal laws and regulations.

 B.Personnel selection and assignment for the program based upon District-approved, uniformly-established, nondiscriminatory criteria.

 C.A developmentally-appropriate, child-centered, and integrated curriculum.

 D.Staff development to address the issues, concerns, and strategies which impact upon the instruction of preschool students.

 E.An adult-child ratio to ensure a quality program and to comply with pertinent State mandates.

 F.Communications with parents regarding the preschool curriculum offered, student progress, and methodologies used to support the child's development and learning.

 G.Communications regarding available preschool programs shall be distributed within the District, as well as to parents and the larger community.

 H.Concrete, manipulative, and developmentally-appropriate instructional supplies, teaching aides, and equipment shall be maintained in a safe and clean condition.

 I.An evaluation component to assess program effectiveness.

In establishing and maintaining appropriate learning environments, all pertinent Federal, State, and local laws and regulations governing the facility in which preschool programs are housed shall be followed.

In order to ensure the quality of preschool programs, the Superintendent shall monitor the administration of the programs, facilities, funding, and recordkeeping in accordance with State mandates.
