Every effort shall be made to maintain a class enrollment of thirty (30) or fewer students per teacher. A mechanism for reducing the impact of mainstreaming exceptional children in the regular classroom shall be developed by the Assistant Superintendent for Personnel.

It is recognized that differences in the organizational patterns of schools, course offerings, and state requirements may influence this class size.
