The Treasurer shall act as agent of the Board of Education in arranging all borrowings and lease purchases under the auspices of the Board. With the assistance of bond counsel when retained, the Treasurer shall be responsible for preparing necessary data and applications to execute such transactions.

The Treasurer, pursuant to the Uniform Bond Law and other applicable law, may obtain funds by bid or negotiation, subject to the approval of the Board.
