1230 - SUPERINTENDENT OF SCHOOLS
The Superintendent of Schools shall strive to achieve District goals for students by providing educational direction and supervision to the professional staff and supervision to the classified staff and by acting as a proper model for staff and students both in the school and outside the District.
The Superintendent shall be directly responsible to the Board of Education for the performance of the following duties and responsibilities:
| A. | keep the Board informed of school operation by preparing monthly Board agendas, providing oral and written communication, scheduling management team committee meetings, and requesting special Board meetings that become necessary to keep the Board properly informed | ||
| B. | ensure that all aspects of District operation comply with State laws and regulations as well as Board contracts and policies | ||
| C. | establish and maintain a written educational plan for the schools of the District consistent with the educational goals adopted by the Board | ||
| D. | ensure proper implementation of the current District-wide instructional plan as it applies to each building | ||
| E. | strive to increase the efficient use of District resources in the daily operations of the schools | ||
| F. | assign staff to achieve the maximum benefit toward the attainment of educational goals | ||
| G. | evaluate the progress of the professional and classified staff toward the attainment of educational goals | ||
| H. | analyze the results of instructional program development as it applies to the Board's educational goals | ||
| I. | recommend changes in instructional or staffing patterns based on an analysis of staff and program progress | ||
| J. | work cooperatively with parents and community groups concerned with programs in the schools | ||
| K. | develop personal capabilities in personnel strategies and facility management | ||
| L. | work cooperatively with the Board and administrative staff | ||
| M. | strive toward the highest standards of personal conduct | ||
| N. | perform such other duties as the Board may direct |
The Superintendent's contract shall begin on August 1st of any year and shall end on July 31st.
The Local Board of Education shall take action to renew or not to renew the contract of the Superintendent prior to March 1st of the year in which the contract is to expire. The recommendation of the Mercer County ESC Superintendent of Schools shall have been received by the Board prior to this contractual determination.

Job Objective
Serve as the St. Henry Consolidated Local Board of Education's chief executive officer and administrative head of the school district. Administer the schools according to board policies. Accountable for planning, organization, and operation of the schools according to all local, state, and Federal rules and regulations. Provide staff and board leadership. Ensure the highest quality of educational services with the resources available. Provide leadership for the implementation and evaluation of innovative services. Keep the community informed about school programs, services, and activities.
Minimum Qualifications
A. A Master's degree or higher from an accredited college or university with a major in educational administration and supervision.
| B. | A valid State of Ohio superintendent's certificate. | ||
| C. | Meet all current health requirements including a negative tuberculosis test. | ||
| D. | Evidence of a clear record as determined by the Bureau of Criminal Identification and Investigation and, if necessary, the Federal Bureau of Investigation. | ||
| E. | Meet North Central Association requirements. | ||
| F. | Qualified to be bonded. |
Essential Functions
| A. | Administer the school district and prepare reports that comply with the Ohio Department of Education rules and regulations, and the adopted policies of the St. Henry Consolidated Local Board of Education. Execute all local, state and Federal laws. | ||
| B. | Directly accountable to the St. Henry Consolidated Local Board of Education for the effective organization, management, and evaluation of all school programs and activities. | ||
| C. | Attend all St. Henry Consolidated Local Board of Education meetings. Serve as an ex-officio member of all board committees. | ||
| D. | Prepare the agenda for each board meeting with the assistance of the Treasurer and Board President. | ||
| E. | Serve as the St. Henry Consolidated Local Board of Education's professional advisor. Present professional recommendations on all problems and issues considered by the Board. | ||
| F. | Monitor and evaluate current relevance of all policies originating with the Board. Recommend pertinent school policies for consideration. | ||
| G. | Develop administrative guidelines and procedures for carrying out board policies. | ||
| H. | Work with Treasurer and management teams to develop an annual budget. Recommend for board consideration, a budget that maintains the highest quality of educational services based on the resources available. | ||
| I. | Work with Treasurer to present to the Board an annual appropriations measure designed to serve the needs of the school system. | ||
| J. | Administer the financial operations of the school district to ensure adherence to the budget provisions and judicious use of funds. | ||
| K. | Recommend the purchase of equipment and supplies that are appropriate for the purposes and needs of the school system. | ||
| L. | Present to the Board a calendar for adoption annually. | ||
| M. | Keep the Board informed about the school programs, services, and activities. Interpret emerging needs. | ||
| N. | Maintain effective communications with administrative staff by means of regular management meetings. | ||
| O. | Coordinate the planning process and promote full participation of administrators and staff, to select and recommend courses of study, textbooks, and other instructional materials. Present recommendations to the Board for adoption. | ||
| P. | Provide leadership for planning, implementation, and evaluation of innovative services. Responsible for the continuous improvement in the instructional program. Develop and prepare grants (e.g., technology, foundation, etc.). | ||
| Q. | Assign certificated and classified personnel. Recommend employees for employment, demotion, transfer, non-renewal or terminated according to board policies. Maintain a personnel file for all employees. | ||
| S. | Protect the confidentiality of all privileged information. | ||
| T. | Oversee negotiations with the St. Henry Education Association to formulate salary schedules appropriate to the financial resources of the community. Develop and recommend salaries and/or wage scales for personnel not represented by an association. Presents recommendations to the Board for adoption. | ||
| U. | Negotiate contractual agreements for supplemental services (e.g., physical and occupational therapy, etc.). | ||
| V. | Responsible for the implementation, evaluation, and maintenance of a suitable program for staff development (e.g., opportunities for participation in professional associations, in-service training, course work, workshops, seminars, etc.). | ||
| W. | Establish and carry out internal and external programs that promote an understanding of school district policies, programs, services, activities, and goals. Promote a favorable image of the district. Engage civic, business, and community residents as partners in education. | ||
| X. | Work cooperatively with the County Educational Service Center. | ||
| Y. | Maintain visibility and participate in community activities. | ||
| Z. | Responsible for a complete and accurate district-wide record keeping system. | ||
| AA. | Plan and administer the use of the buildings according to board policy. Oversee an ongoing program to maintain the district's buildings, grounds and equipment. Formulate long range plans for buildings and equipment. | ||
| BB. | Initiate immediate action during all emergencies. | ||
| CC. | Foster staff leadership development. Assume full responsibility for the results of duties delegated to subordinates. | ||
| DD. | Oversee the effective provision of transportation and food service programs. | ||
| EE. | Participate in professional growth activities to keep current with advances and trends in education, and personal skill development. | ||
| FF. | Serve as a role model for students. Demonstrate responsibility, citizenship, respect, and courtesy. | ||
| GG. | Perform other specific job-related duties as directed by the St. Henry Consolidated Local Board of Education. |

Supervisory Responsibility
Administer the supervision and evaluation of all district personnel as authorized by the board policy.
