Bylaws & Policies


Buildings and grounds of the School District constitute one of the greatest investments of the South-Western City Board of Education. It is in the best interest of the District to adequately protect the investment.

Security means not only maintenance of a secure building, but protection from fire hazards, faulty equipment, and safe practices in the use of electrical, plumbing and heating equipment and unauthorized access. The Board requires and encourages close cooperation with local police and fire departments and with insurance company inspectors.

Access to school buildings and grounds outside of regular school hours will be limited to personnel whose work requires such access or to others who have been granted building use. An adequate key control system will be established, which will limit access to buildings to authorized personnel and will safeguard against the entrance of unauthorized persons.


Students and employees are expected by the South-Western City Board of Education to report any incidents of vandalism to property belonging to the District and the name(s) of the person(s) believed to be responsible. Citizens are also urged to report any incidents of vandalism. The Board may offer a reward for information leading to the arrest and conviction of any person who steals or damages Board of Education property.

The Superintendent or designee is authorized to sign a criminal complaint and to press charges against perpetrators of vandalism against school property. Any student found guilty of any form of vandalism or defacement of school property may be subject to suspension or expulsion. A parent conference may determine the final resolution.

Parents and students will be made aware of the legal implications involved. Parents are liable, up to the amount provided by law, for the willful destruction of property by a minor in their custody or control.
