Bylaws & Policies


The administration of the South-Western City School District and the professional staff of the District believe that the following statements, consistent with the philosophy of our schools, have been considered in these grading practices.

 A.The purpose of the grade card is to provide as much information as possible in an understandable form to parents concerning the progress of their child.

 B.Policies and practices (particularly those dealing with such matters as promotion, retention, and evaluation of student progress) should be consistent among the schools within a District. Building policies or guidelines should be established only in areas not covered by District policy or guideline.

 C.No policy at either the building or District level need be so restrictive that it will not allow for an exception - the child whose best interests are served by a different course of action. However, a fair and sensible policy should have few such exceptions and they should be made only after careful consideration of circumstances involved in a situation.

 D.Evaluation of students enrolled in an English as a Second Language (ESL) Program - English as a Second Language (ESL) Students, who qualify by defined standards, may be instructed within a modified or adjusted curriculum. Qualified ESL students may also receive a report card reflecting the students individual progress within the modified or adjusted curriculum.
