5410 - PROMOTION AND RETENTION OF STUDENTS

The Board of Education recognizes that the personal, social, physical, and educational growth of children will vary and that they should be placed in the educational setting most appropriate to their needs at the various stages of their growth.

It is the Board's intent that each student be moved forward in a continuous pattern of achievement and growth that is in harmony with his/her own development.

Elementary Students, Intermediate Students, and Middle Students

The promotion and retention provisions of this policy shall be in compliance with the terms of Ohio's Third Grade Reading Guarantee (Policy 2623.02).

The promotion of each student in the South-Western City School District through grade 8 will be determined individually. The decision to promote a student or to retain a student in grade will be made on the basis of the following factors which the classroom teacher(s), CARE team or its equivalent and the building principal will take into consideration: reading level, mental ability, age, emotional and social development, or grade average.

The Superintendent shall develop administrative guidelines for promotion and retention of students.

High School Students

The promotion or retention of high school students will be determined based on credit attainment. The Superintendent will develop administrative guidelines to ensure a fair and equitable method of determining credit attainment.
