5112 - ENTRANCE REQUIREMENTS
The School Board shall establish student entrance age requirements which are consistent with Indiana Law and sound educational practice and which ensure equitable treatment and proper placement.
| A. | Kindergarten | ||
| In accordance with I.C. 20-8.1-3-17, Shelbyville Central Schools establishes that children entering kindergarten will be five (5) years old on or before August 1st, preceding fall enrollment. | |||
| When a student transfers from an out-of-state or private kindergarten program and does not meet the August 1st requirement, the child will be accepted into the Shelbyville Central Schools Kindergarten Program. Documentation of attendance in the out-of-state or private program must be presented at the time the child is enrolled. If there is reason to believe the child's enrollment in an out-of-state or private kindergarten was not warranted or was done to circumvent Indiana law, entrance may be denied. | |||
| Parents requesting consideration for early entrance to kindergarten should contact the Superintendent's office to receive an application and guidelines. | |||
| All decisions regarding early entrance into kindergarten will be made based upon the judgement of school personnel as to what is best for the child. | |||
| B. | First Grade | ||
| If a child seeking to enroll in first grade has not attended kindergarten, the Superintendent shall make a determination as to whether the student will enroll in kindergarten or first grade based upon the assessment model found in the administrative guidelines (see AG 5112C). |
The Superintendent shall establish administrative guidelines which ensure compliance with State law, proper documentation of birth as well as a certified copy of any custody order or decree, appropriate screening, placement, and periodic assessment of children in kindergarten and first grade programs, and certification that proper immunization is completed or in process. These guidelines shall also include an appeal procedure for early entrance to kindergarten or first grade that is in accordance with any guidelines promulgated by the State Department of Education.
Administrative guidelines should also be established to ensure that students enrolling in the Corporation for the first time, at whatever level, submit the proper documentation and that records are promptly transferred. Any indication that a student might be a missing child should be reported immediately to the Superintendent who, in turn, shall communicate with the appropriate authorities.
