7440 - SECURITY AND VIDEO SURVEILLANCE

 A.Distribution of Keys
  Master facility keys will be distributed by the Business Manager. Only those staff members who are responsible for the operation of a particular space shall receive a key. Each of those staff members are responsible for limiting further distribution only to those persons who have established a definite need for keys in order to fulfill their assignments.
  In general, staff members shall be provided only the key to the space(s) they use and to other areas in which they have a legitimate responsibility. The Business Manager will maintain a file of master keys. Any unauthorized person found to have a master key or a duplicate in his/her possession shall be held in violation of this guideline.

 B.Security
  In order to be properly protected against theft:

  1.no money or valuables are to be left in the room;

  2.at no time shall students be given keys for their use;

  3.staff members must keep possession of their keys;

  4.staff members should secure valuables at all times;

  5.classroom doors should be kept locked when the classroom is empty;

  6.prior to leaving school each day, staff members must close windows and lock doors to their rooms;

  7.staff members are responsible for the equipment and supplies in their classrooms or offices. Should any items "disappear", the principal must be notified immediately.

 C.Use of Video Surveillance Equipment

  1.The Superintendent is responsible for installing and maintaining video cameras for surveillance in the following areas. Operation of the cameras may be continuous twenty-four (24) hours/day, seven (7) days per week) or targeted, as deemed appropriate by the Superintendent.

   a.Inside locations in accordance with Board Policy and as approved by the Superintendent.

   b.Outside locations in accordance with Board Policy and as approved by the Superintendent.

   c.Other areas within the District's control including vehicles may be subject to surveillance with ( ) Board approval and of the Superintendent. Such approval shall generally be limited to situations where the Superintendent has reason to believe that safety or the orderly educational environment is at risk or to monitor areas where theft and/or vandalism are concerns. Video surveillance will be used in accordance with AG 7440 and AG 8600.

  2.The principal is also responsible for establishing and maintaining signs in visible locations, including main entrances, so that staff, students, and visitors are aware of these devices.

  3.The principal shall ensure that a tape showing student behavior is viewed only by authorized personnel.

  4.Any disciplinary action against a student or staff member resulting from evidence garnered from the tapes will be in accordance with the procedures described in the student handbooks or in a negotiated agreement.

  5.Access to view surveillance video tapes by other than authorized District personnel must be approved by the Superintendent or designee. Such access will generally be denied where it would result in unwarranted invasion of an individual's personal privacy, a potential disruption to the educational environment or a risk to an individual's safety. Disclosures will be made when legally required.

  6.In the event a required disclosure which would result in unwarranted invasion of an individual's personal privacy or a risk to an individual's safety the Superintendent or designee will:

   a.identify those individuals affected by the disclosure and, barring exceptional circumstances notify these individuals of the disclosure; and

   b.provide a written summary of the situation requiring disclosure and the notifications made or the reasons for not making the notifications. This report shall be maintained by the Superintendent.

 D.Central Alarm System
  Each staff member shall be provided the appropriate entry and exit procedures when s/he receives authorization to enter District facilities when the facilities are closed.
