2628 - COMPETENCY BASED EDUCATION

 A.Purpose
  The Board of Education shall provide a competency-based education program for kindergarten through twelfth grade in the areas of English composition, mathematics, and reading.

 B.Definition
  Competency-based education is defined as an instructional system in which a performance-based learning process is used. The learner demonstrates his/her level of attainment on subject-area skills contained in the Graded Course of Study for grades kindergarten through twelve (12) in reading, mathematics, and English composition. The measurement of students' performance occurs through both assessment and District-wise criterion-referenced testing of required learning outcomes through a variety of instructional intervention strategies. Opportunities for continued assessment and/or testing are also provided so that students are able to demonstrate mastery or attainment of the specified competency. A reporting system on individual student attainment of competency levels is provided to the student and parents to certify which of the specified performance objectives are reached or surpassed. This reporting system is used to diagnose weaknesses, gains, and strengths in order to assist the teacher in planning student's learning goals. In addition, program evaluation should provide a management system of baseline data that serves as a basis for adapting the curriculum and competency-based education components to encourage student achievement of the required objectives. Also, a District-wide reporting system should be a part of the program's management plan so that instructional outcomes are reported to the public.

 C.Philosophy
  The purpose of the Competency-Based Education Program (C.B.E.) should be to improve the instruction and achievement of students through the use of assessment in order to diagnose the needs of the learner to provide planned intervention for students in the basic skill areas of reading, mathematics, and English composition.

 D.An annual report must be made available to State Board by July 31st upon request. Reports should include:

  1.separate reports for math, reading, and composition;

  2.copies of written assessment instruments by grade level;

  3.data on number/percentage of pupils by grade level and building who were shown not to have satisfactory progress;

  4.description of each type of intervention service made available and number of students receiving service (grade level/building);

  5.estimates of cost of intervention services;

  6.State reports made available to public/housed in District office.
