1230 - SUPERINTENDENT OF SCHOOLS

The Superintendent of Schools shall strive to achieve District goals for students by providing educational direction and supervision to the professional staff and supervision to the nonteaching staff and by acting as a proper model for staff and students both in the school and outside the District.

The Superintendent must be licensed by the State of Ohio, Department of Education, as a local city school superintendent.

In the performance of his/her duties, the Superintendent is responsible to the Board of the Perry Local School District.

The Superintendent of Schools shall exercise the duties and authority vested by law pertaining to the operation of a School District and the employment and supervision of its personnel (3319.01). The Superintendent is the executive officer of the Board and has final responsibility via his/her delegated authority for planning, development, implementation, and evaluation of all phase of the District operation.

School Board Relations:

 A.Prepares and sends out in advance a detailed agenda for each regular Board meeting.

 B.Provides necessary background information to assist Board members in decision making.

 C.Submits for Board approval administrative procedures to implement Board policy.

 D.Assists the Board in the development of Board policy.

 E.Serves at the direction of the Board and carries out all assignments.

 F.Initiates and directs the development of written rules and regulations which are in compliance with Board, Law, or State standards.

School/Community Relations

 A.Identifies the needs and concerns of various publics in the school system.

 B.Directs the development of an effective system-wide school-community relations program.

 C.Directs the use of citizens' committees to aid as resource groups.

 D.Directs appropriate school personnel in the use of effective school-community relations activities and techniques.

 E.Evaluates the relative effectiveness of various communication program in the District.

 F.Represents the Board and the Perry District at various local, county and State functions.

Finance

 A.Initiates and directs annually the development of the School District budget utilizing appropriate personnel.

 B.Coordinates with the Treasurer the preparation of the Annual Appropriations Resolution.

 C.Is informed as to the availability of all State, Federal and Local sources of revenue and secures all possible funds from available sources.

 D.Is responsible for the efficient and effective operation of the program within the approved budget appropriations as adopted by the Board.

Educational Programs

 A.Directs the efforts of others for the cooperative development and evaluation of the educational program.

 B.Works with the Board to assess District needs and to develop District philosophy, goals and missions.

 C.Develops administrative structure and responsibilities in the area of curriculum and instruction.

 D.Identifies with the Board educational needs related to supplemental and extra-curricular programs.

 E.Stimulates and oversees appropriate administrators in investigating and developing new educational programs.

Personnel

 A.Recommends for appointment all educational and noneducational personnel, including both administrative and non-administrative employees.

 B.Recommends employees for promotion, demotion, transfer, or dismissal in accordance with State law.

 C.Administers a continuous evaluation program of all personnel.

 D.Establishes positive relationships with employee organizations.

 E.Serves on the negotiations team to direct the study and formulation of salary schedules and other personnel welfare matters and submits detailed written reports and recommendations to the Board.

 F.Calls upon and requests assistance from all licensed and noncertified personnel as is appropriate in the performance of all responsibilities assigned.

 G.Organizes and utilizes educational staff and classified staff efficiently and effectively.

Facilities/Operations

 A.Initiates and directs studies to be made to determine the adequacy of existing facilities to provide for the system's educational program.

 B.Initiates and directs all studies related to major building repair and submits written reports and recommendations to the Board.

Management/Leadership

 A.Works skillfully with diverse groups to achieve purpose, clarity, and conflict resolutions.

 B.Develops and encourages professional growth activities.

 C.Analyzes problems and determines appropriate action for their solution using adequate information including State law, standards and Board policies.
