Bylaws & Policies


The purpose of this policy is to set forth guidelines to ensure that any lobbying activities on behalf of the Corporation is conducted properly.

Lobbying Activities

Lobbying shall be considered to be any conduct made with a public official, whether verbal or in writing for the purpose of influencing legislative or administrative action.

Lobbying by Employees



The Superintendent shall be responsible for approving all position statements on issues which may be lobbied. The Superintendent will inform the Board of such positions which affect organizational or fiscal aspects of the Corporation.



Employees shall lobby on behalf of the corporation only with the advice and approval of the Superintendent or his/her designee with all lobbying activities and expenditures incurred being reported as set forth in the procedures.



An employee will not be lobbying if the lobbied position is different from the Corporation position, as approved according to paragraph A of this section above. The employee shall clearly indicate s/he is not representing the Corporation. Such lobbying shall not be done during regular hours of employment except as approved by the Superintendent.
