2510A - SELECTION OF BASIC TEXT MATERIALS

The Superintendent sets the procedure for local textbook adoption. Previously, teachers were required to compose a majority of the membership of the local textbook committee and parents were to compose no less than forty percent (40%) of the committee. These strict requirements have been lifted and are at the discretion of the Superintendent.

New basic text materials and revisions to the same will be recommended to the Superintendent by the selection (review) committee for each area of the curriculum. The Superintendent will appoint staff members and parents to serve on the selection (review) committees.

Each committee will be responsible for establishing selection standards for each criterion in the following categories:

In terms of achieving course goals and State proficiencies?

   
 

How effective is the organizational plan?

How accurate and unbiased is the information?

   
 

How appropriate is the illustrative material?

   
 

How sufficient is the illustrative material?

   
 

If students accomplished all the objectives called for in the material, how well would they be able to achieve the goals of the course?

Except for reading, the State Board of Education no longer will produce a list of approved textbooks. The State Department of Education will review materials and provide guidance to schools as to the alignment of the materials, but this review is intended to be advisory in nature.

Therefore, selection (review) committees should use the following procedures for the selection and recommendation of basic textbooks:

 

A.

With respect to reading, the textbooks/curricular materials from the State-adopted list should be read and examined by each of the committee members.

     
 

B.

With respect to all other areas of the curriculum, the State Review of Textbooks and Curricular Materials should be examined by the committee, and the committee should determine which of the textbooks/curricular materials reviewed by the State will be read and examined by each of the committee members. Once the committee determines which textbooks/curricular materials will be reviewed, the committee members should read and examine each of those textbooks.

   
 

C.

A written evaluation of the textbooks/curricular material by each of the committee members should be submitted to the chairperson of the selection committee or to the person initiating the request. A suggested form is available to assist committee members in their evaluation.

     
 

D.

The committee chairperson also will read and examine the basic textbooks/curricular material read by each committee member.

   
 

E.

The chairperson of the selection (review) committee will be responsible for completing the recommendation form and submitting the recommendation to the Superintendent who will submit it to the Board for adoption.

   
 

F.

Copies of textbooks/curricular materials being considered for adoption shall be made available for review by the public during the selection process.

The selection (review) committee shall ensure that all recommended textbooks comply with the Individuals with Disabilities Education Act (IDEA) of 2004, 20 U.S.C. 1412(a)(23)(A) and 1474(e). Specifically, a publisher must provide textbook materials in NIMAS format and obtain NIMAC certification or grant a license to the Corporation to allow for the reproduction of adopted textbooks in: (1) large type; (2) Braille; and (3) audio format. If this criterion is not met, the Corporation may not purchase materials from the publisher.
