7510 - PUBLIC USE OF BUILDINGS AND RELATED FACILITIES
| A. | Priority Use | ||
| Non school hours: Novi Community School District residents may use the buildings, properties and facilities of the School District and the use shall be scheduled through the Community Education Department. Requests are considered in terms of the priorities listed below: | |||
| Priorities: |
| 1. | K-12 regular instructional program, i.e., includes athletic games and practices, extracurricular activities and clubs. | |||
| 2. | Community Education activities, including C.A.R.E., etc. | |||
| 3. | Sanctioned school groups, i.e., boosters, fund raising, meetings, etc. | |||
| 4. | Local youth organizations, i.e., Scouts, 4-H, etc. | |||
| 5. | Homeowners associations, local municipal entities, i.e., Parks and Recreation, City of Novi, Novi Youth Assistance, Novi civic organizations | |||
| 6. | Local non-school sports and/or recreation organizations, i.e., AAU, swim clubs, Colts, etc. | |||
| 7. | Non-Novi civic organizations, religious and political organizations, private individuals and businesses, etc. |

The group's membership in rank four (4) through seven (7) shall have a minimum of seventy five percent (75%) School District residents except with written permission from the Superintendent or designee. |

The priorities ranking shall be used, should more than one (1) building use form be received for the same facility. Building use requests received from groups on rank four (4) through seven (7) shall not be processed until rank one (1) through three (3) activity schedules have been finalized. Rank one (1) through three (3) shall have precedent over all others even if groups in rank four (4) through seven (7) have approved use of facilities. |
| B. | Restrictions | ||
| The school buildings or facilities may NOT be used: |
| 1. | by any individual, group or society that advocates or teaches any doctrine or theory that is subversive to the Constitution or laws of the State of Michigan or the United States, or advocates social or political change by violence or revolution, | |||
| 2. | by any individual or group in any manner contrary to law, | |||
| 3. | by enterprises, functions, or activities that directly promote any commercial product or results in direct private profit or commercial gain for any business enterprise, except with written permission from the Superintendent or designee, |
| C. | Regulations |
| 1. | Groups securing permission to use any of the school buildings, properties and facilities of the School District shall: |
| a. | be responsible for supervision of their participants, | ||||
| b. | be responsible for any damage or loss of equipment incurred through their use beyond ordinary wear, | ||||
| c. | be required to reimburse the School District for the costs of repairs made necessary by such damage, |
| 2. | The possession of, or use of, any intoxicating beverage, tobacco product, or illegal substance on school property or in school buildings is absolutely forbidden. Individuals and/or groups violating this rule will not be permitted to remain on the school property or in the school buildings or be allowed to use school facilities in the future. The individuals and/or groups granted permission to use the school facilities will be held responsible for the enforcement of this regulation. | |||
| 3. | Any group and/or individual that has been granted permission to use a School District building, must vacate the building at 10:00 p.m. Any group and/or individual wishing to use the building later than 10:00 p.m., must secure special permission from the Community Education Department. Anyone so doing would necessarily have to incur expense of custodian's wage at the prevailing rate. | |||
| 4. | The use of tobacco in any form, is prohibited in school buildings, in accordance with State Law. | |||
| 5. | When deemed necessary by the Business Office, the requesting group or organization shall purchase its own liability insurance and have the School District named as an additional insured on the policy. | |||
| 6. | Under no circumstances shall any direct payment be made to any employee of the School District for use of any school facilities or any services rendered in connection therewith. | |||
| 7. | The failure of any group and/or individual to comply with policies and regulations mentioned herein shall be deemed sufficient cause for refusal to grant such groups and/or individuals such permission in the future. | |||
| 8. | Permission to use the facilities shall not be granted for a period longer than one (1) year. Special circumstances may require a review of approval after six (6) months. | |||
| 9. | Requests to use the facilities on a yearly basis should be made before the start of the fiscal year (July 1st). | |||
| 10. | Those in priority rank six (6) and seven (7) shall not be granted use for a period longer than six (6) months and are limited to two (2), 1.5 hour time slots per week, unless given special permission by the Community Education Department. | |||
| 11. | Only those in priority rank one (1) through five (5) may use the Educational Services Building. |
| D. | Swimming Pool Policy | ||
| Pool Operation and Use |
| 1. | The pool shall be operated in accordance with the laws of the State of Michigan and the safety rules and regulations as determined by the School District. | |||
| 2. | Fees: See Schedule of Fees | |||
| 3. | Supervision: Instructional swimming and open swimming supervision will be provided within the District's administrative guidelines. All pool supervisory personnel must be employees of the School District and groups contracting for the use of the pool shall be charged for the cost of all supervision. Safety equipment should be operated only by supervisory personnel. |
| E. | Schedule of Fees |
| 1. | Priority rank one (1) through five (5) may use any of the facilities of this School District free of charge subject to the conditions herein set forth. | |||
| 2. | Priority rank six (6) and seven (7) shall pay a rental fee and any other applicable fee as determined by the Schedule of Fees. | |||
| 3. | Any preparation of buildings or related facilities which cause an expense to the School District will be borne by the organization making application for the use of such facilities. | |||
| 4. | A custodian employed by the School District shall be in attendance at all buildings during any activity sponsored by any group or individual unless his/her attendance is specifically excused by the Assistant Superintendent. Any cost incurred by the School District by this provision shall be borne by the group or individual making application for the building use. | |||
| 5. | No individual may make arrangement to use school facilities for private instruction of any kind, without written permission of the Superintendent or designee. |
