TITLE: Superintendent of Schools
QUALIFICATIONS:
| | A. | Master’s degree or higher with a major in educational administration and supervision |
|
| | B. | Minimum of five (5) years of public school experience in supervision and administration |
|
| | C. | A valid Superintendent’s certificate as prescribed by the State of Ohio. |
|
DUTIES:
| | A. | General Duties
|
|
| | | The Superintendent is the chief executive officer of the Board and the administrative head of the school system. As the executive officer s/he: |
|
| | | 1. | attends all Board of Education meetings; |
|
| | | 2. | administers the schools in conformity with Board policies, rules, and regulations of the State Board of Education and laws of the State of Ohio; |
|
| | | 3. | is responsible for the administration and supervision of the school system and is the professional leader of the Board of Education and teaching staff; |
|
| | | 4. | prepares and presents to the Board information relative to proposed school policies; presents evaluation information as necessary; |
|
| | | 5. | is responsible for long-range curriculum development for the school system; and |
|
| | | 6. | serves as the leader in devising ways of keeping the public informed about the schools. |
|
| | B. | Employment of Personnel
|
|
| | | The Superintendent: |
|
| | | 1. | recommends employment of all personnel; |
|
| | | 2. | assigns, transfers, and supervises all personnel; |
|
| | | 3. | recommends employees for promotion, demotion, or transfer; |
|
| | | 4. | reports to the Board of Education on staff evaluations and serves as the final reviewing authority for the Board; and |
|
| | | 5. | recommends staff dismissals when necessary. |
|
| | C. | Adoption of Textbooks
|
|
| | | The Superintendent: |
|
| | | 1. | appoints committees to review textbooks and make recommendations, when so directed by the Board of Education; and |
|
| | | 2. | purchases books and arranges for their distribution and care. |
|
| | D. | Special Use of School Building
|
|
| | | The Superintendent prepares plan for use of buildings. |
|
| | E. | Salary Schedule
|
|
| | | The Superintendent assigns salaries to teachers and other employees on the basis of adopted salary schedules. |
|
| | F. | Supplies and Equipment
|
|
| | | The Superintendent: |
|
| | | 1. | recommends supplies needed on the basis of their contribution to the efficient operation of the school system and benefit of the instructional program; and |
|
| | | 2. | makes purchases and arranges for use and care of supplies and equipment. |
|
| | G. | Course of Study
|
|
| | | The Superintendent: |
|
| | | 1. | recommends courses of study; |
|
| | | 2. | places course of study into operation; |
|
| | | 3. | recommends additions and changes as need arises; and |
|
| | | 4. | reports to the Board on progress and evaluation of course of study. |
|
| | H. | Miscellaneous Duties:

|
| | | The Superintendent: |
|
| | | 1. | prepares an agenda for each Board meeting in cooperation with the Treasurer and Board President; |
|
| | | 2. | develops in-service training programs and other suitable means for teacher improvement and education; |
|
| | | 3. | prepares the school calendar for the ensuing school year for presentation to the Board for its approval and adoption; |
|
| | | 4. | attends such professional meetings as are necessary and important to continued professional growth and for the improvement of the organization and administration of the schools with approval of the Board; and |
|
| | | 5. | performs such other duties as the Board may determine. |
|
The Superintendent shall remain free of any alcohol or nonprescribed controlled substance abuse in the work place throughout his/her employment in the District.
The Superintendent shall serve as a role model for students in how to conduct themselves as citizens and as responsible, intelligent human beings. It is also his/her legal responsibility to help instill in students the belief in and practice of ethical principles and democratic values.
