1230 - SUPERINTENDENT OF SCHOOLS
Policy Implementation
The Superintendent has responsibility for carrying out, through administrative guidelines, the policies established by the Board of Education.
Employees in subordinate positions are responsible for informing subordinates of existing policies and guidelines and for seeing that they are implemented in the spirit intended. Continuous disregard of Board policies and/or administrative guidelines may be interpreted as willful neglect of duty.
Delegation of Duties
It is expected that the Superintendent will delegate portions of the administrative tasks to building principals and appropriate central staff officers. The responsibility for their performance is not considered a delegable function. By the same token, it is presumed that the responsibility for all activities within any building during school hours belong to the designated head of that unit who is deemed accountable to the Superintendent. Despite this essential fixing of accountability, the Board sees no major conflict between authority and appropriate shared decision-making within an organization.
Other Responsibilities
The Board views the Superintendent's position in a triple capacity:
| A. | Executive of the Board, leader and accountable officer for all personnel of the system, and liaison between those personnel and the Board. | ||
| B. | The Superintendent is the only person in the system with whom the Board normally needs to be directly involved when considering personnel appointments. | ||
| C. | The Board believes the total responsibility for the administration of the school system should rest with the Superintendent. S/He also has the responsibility to evaluate the personnel accountable to him/her. |
Qualifications
| A. | A master's degree or higher. | ||
| B. | A valid State Superintendent's Certificate. | ||
| C. | At least two (2) years' successful experience as a school administrator. | ||
| D. | Such alternatives to the above qualifications as the Board may find appropriate and acceptable. |
Responsibilities
The Superintendent reports to the Board and supervises other administrators. The Superintendent's goals are to manage the District educational enterprise, within the limits established by the Board policies and guidelines; serves as the professional advisor and consultant to the Board, and as the professional leader of the teaching staff.

| B. | planning, organizing, directing, and evaluating the management of instruction, educational services, and administrative support functions of the District | ||
| C. | planning, organizing, directing, and evaluating the student-teacher-parent community relations program | ||
| D. | planning, organizing, directing, and evaluating a meaningful and participatory budgetary process and the resultant financial documents | ||
| E. | providing leadership, coordination, and evaluation of the administrative team | ||
| F. | planning, organizing, directing, and evaluating through subordinate administrators, the recruitment, employment, orientation, assignment, and in-service growth-opportunities of all employees | ||
| G. | assuming such additional duties and responsibilities as come under the legal jurisdiction of the chief executive officer of the District |
