5113.03 - TITLE I CHOICE TRANSFER PROCEDURES
(For Title I Buildings in School Improvement Year 1 and Beyond)Parents of students enrolled in Title I - served buildings which earn School Improvement status on the Building Report Card for the previous school year (or new students who enrolled prior to the first day of school) will be notified of the opportunity to transfer their children prior to another school in the District which is not in School Improvement status prior to the first day of each school year.
The list of selected schools to which a student may transfer will be provided by the School District according to Federal law and recommendations by the Ohio Department of Education.
Parents of students enrolling in a building designated as School Improvement after the first day of school can request a transfer if space exists in the building into which they wish to transfer. If space does not exist, the parents will need to wait until the following year to request a transfer.
Students requesting transfers will be rank ordered according to the following criteria:
| A. | The student will be enrolled in the grade level(s) where the Adequate Yearly Progress Deficiency occurred. | ||
| B. | The student’s level of poverty based on their Free/Reduced Lunch application. | ||
| C. | The student’s level of being at-risk for failing either the reading or math tests at 3rd, 4th, or 5th grade. |
The District will fill requests for a transfer based on this rank order and space available in the requested building. After all available spaces are filled, the District will continue to make transfers, as requested, but the placement may not be in the requested building. Parents will always have the right to refuse the placement if they choose not to send their child to the building s/he is placed in.
If a family moves from their residence during the school year, so that the child’s home school is no longer the original school that was identified for School Improvement, the child may continue to attend the choice receiver building for the rest of the school year and/or until they reach the highest grade at that school. However, the District is not responsible for providing transportation.
Transportation will be provided for students who choose to attend a choice receiver school as long as their home school remains identified for School Improvement.
Transportation will be offered in compliance with existing District transportation policies. Previous bus riders will be picked up at their bus stop. Walkers will walk to a bus pick-up point at their home school or at a designated area, to be determined by the Transportation Department.
When the home school is no longer identified for School Improvement, students may continue to attend their choice school until they reach the highest grade in that building. However, transportation is no longer the responsibility of the District.
Students must remain in their school of choice for at least one (1) year. They may return to their home school at the beginning of any school year after the initial year. Parents from identified School Improvement buildings who request a transfer, then change their minds prior to student placement, may do so, but will lose the opportunity to transfer their child until the following years’ school choice period, if their school is still eligible.
Receiving school principals will not have the option to return students to their home school for poor attendance or behavior.
Parents will be notified in writing of the approval of their request and informed of what building their child has been placed in. Parents will need to complete a Transfer Agreement before transfer takes place.
Transfers for students with IEPs will be made when appropriate after consultation with the Director of Special Education, depending on the student’s disability, placement options available, and the parent’s choice.
Children may participate in after school programs and tutoring at their choice schools. However, no transportation home will be available other than the regularly scheduled school bus. Parents who wish their children to participate in after school programs must make arrangements for transportation home.
Parents are responsible for seeing that their children arrive at their designated bus stops on time.
Students will be allowed to participate in the breakfast program if it is offered in the building.
Transportation will drop students off after school at the bus stop closest to their home.
