Organizational Meeting

 
 

The Board of Education shall organize annually on or before the second Monday in July at a meeting held for that purpose. The meeting shall be called to order by the Superintendent who shall serve as presiding officer until the election of a President.

Officers

 
 

The Board shall elect from its members a President, Vice President, who shall be members of the Board, and a Secretary and Treasurer, who need not be members.

 
 

Officers shall serve for one (1) year and until their respective successors are elected and shall qualify. An officer may be removed for cause by a majority vote of the full Board. The Board shall fill a vacancy in either office within thirty (30) days of the occurrence of the vacancy.

Motions

 
 

The Board shall, at the organizational meeting:

 
 

A.

designate depositories for school funds; M.C.L.A. 380.1221

 
 

B.

designate those persons authorized to sign checks, contracts, agreements, and purchase orders;

 

C.

designate a day, place, and time for regular meetings which shall be held at least once every month;

 
 

D.

designate those persons authorized to use the safe deposit box;

 
 

E.

determine fee charged to individuals who request notice of Board meetings; (M.C.L.A. 15.266)

 
 

F.

designate a day for regular study sessions of the Board;

 
 

G.

designate an administrator to assume specified responsibilities of the Treasurer and of the Secretary;

 
 

H.

designate the Electronic Transfer Officer (ETO) in accordance with Policy 6144.

Committees

 
 

Committees of Board members shall, when specifically charged to do so by the Board, gather information, conduct studies, present options and make recommendations to the Board, and act in an advisory capacity. but shall neither limit options available to the Board, nor take action on behalf of the Board.

 
 

A committee of the Board of Education is authorized only to act in a capacity which is merely advisory, and to make recommendations concerning the exercise of a governmental or proprietary function. No Board committee is authorized to meet with a quorum of the Board present, except in compliance with the Open Meetings Act. No committee of the Board is authorized to deliberate toward or render a decision on a public policy. No Board committee is authorized to make any determination that specific items of school business will be excluded or included in a referral for action by the full Board, and all such items coming before any committee of the Board of Education shall be included in the referral for action by the full Board.

 
 

The Board may authorize the creation of standing committees. The President is authorized to appoint members of the Board of Education to standing committees, as soon after the organizational meeting as is practical. Members of the Board serving on standing committees shall serve a term of one (1) year. The Board shall charge each committee with its responsibilities. All assignments shall be equitably distributed to all Board members.

 

Ad hoc committees may be created at any time by the President or a majority of the members present at any meeting at which the need for a committee becomes evident and the Board has determined the committee's purpose and responsibilities.

 
 

Members of ad hoc committees are to serve until the committee is discharged.

 
 

The Superintendent shall serve as an ex-officio member of each committee.

 
 

A member may request (or refuse) appointment to a committee. Refusal to serve on any one committee shall not be grounds for refusal for failure to appoint a member to another committee.

 
 

Each Board committee shall be convened by a chairperson who shall report for the committee and shall be chosen by the Board President from among its members.

 
 

Committees shall consist of no more than three (3) Board members.
