Unless a specific policy has been amended and the date the policy was revised is noted at the bottom of that policy, the Bylaws and Policies of the Miami-Dade County Public Schools were adopted on May 11, 2011 and were in effect beginning July 1, 2011.


Absences from school to observe a religious holiday or because a student's religion forbids secular activity during a school day shall be excused subject to compliance with this policy and attendance requirements in Policy 5410.

Student absences for religious purposes, as identified on the approved holidays listed in the Student Attendance Reporting Procedures PK-12 Handbook, may not prohibit students from receiving attendance awards or other attendance incentives at the school level, region level, or District level.

The Administrative Director, Department of Attendance Services, is responsible for determining when groups of students may be excused from school for an out-of-school activity. Organizations planning activities involving students and requesting their release from school during the regular school day should be informed of this regulation. These requests are to be cleared through the Administrative Director, Department of Attendance Services. Schools must be uniform in following this regulation. Any principal receiving a request of this type, should call the Director, Department of Attendance Services for clarification.

Students may not be excused from school for the purpose of participating in mass religious instruction. Students shall receive a permissible excuse for a school absence necessitated by the observance of a religious holiday when such observance, as is required, cannot be made outside the hours when school is in session and such holiday is listed on the list of approved religious holidays.

In establishing classroom test schedules, teachers, wherever feasible in terms of course objectives, should avoid scheduling tests or other evaluation activities during religious holidays on which students may be granted permissible excuses for the observance of the holiday. Students, whose absences are considered to be permissible due to a religious holiday, shall be allowed to make up all school work missed.

The Superintendent will review requests to add specified holidays by a religious group, church, or denomination to the approved list of holidays when a signed, written request is submitted to the Office of Attendance Services.

The Superintendent shall establish procedures and time limits to be observed: students, teachers, and administrators in making available to each student, so excused, an opportunity to make up any examination, study, or work assignment which has been missed; a student's parent when giving prior notice of the student's intended absence; and

 C.when giving affected students and parents an opportunity to be heard in connection with the decision not to excuse an absence on a day which is not included in the list of religious holidays.
