Bylaws & Policies
Unless a specific policy has been amended and the date the policy was revised is noted at the bottom of that policy, the Bylaws and Policies of the Miami-Dade County Public Schools were adopted on May 11, 2011 and were in effect beginning July 1, 2011.


The Superintendent is the chief executive officer of the School District. The Superintendent shall advise and counsel the School Board and recommend Board action on educational and operational matters that should be acted upon. The Superintendent is responsible for the development, supervision, and operation of the school program and facilities.

The Superintendent shall recommend the adoption of policies determined to be necessary for the efficient operation and general improvement of the District. Suggestions for new policies or for revisions to existing policy may be made by the Board, the staff, or community members. After considering recommendations submitted by the Superintendent, the Board shall determine policies for the District. The Superintendent must enforce the policies established by the Board.

The Superintendent is the chief representative of the Board for determining negotiation strategies and members of negotiation teams for collective bargaining with recognized unions and employee units.
