2623 - STUDENT ASSESSMENT
The Board of Education shall assess student achievement and needs in all program areas in compliance with the law and rules of the State Board of Education. The purpose will be to determine the progress of students and to assist them in attaining pupil performance objectives and the educational outcome goals of this District.
At least annually, staff members will assess the proficiencies and needs of each student. Procedures for such assessments may include, but need not be limited to, teacher observation techniques, cumulative student records, student performance data collected through standard testing programs, and physical examinations.
The Superintendent shall develop and present to the Board annually a program of testing that includes:
| A. | State proficiency tests; | ||
| B. | performance-based tests at appropriate grade levels to measure achievement of performance objectives in composition, mathematics, science, social studies, and reading; | ||
| C. | aptitude tests; | ||
| D. | District or teacher-made achievement or performance tests; | ||
| E. | vocational inventories; | ||
| F. | tests of mental ability; | ||
| G. | portfolios; | ||
| H. | demonstrations of student capability in nonschool settings. |
The Board shall also require that:
| A. | parents be informed of the testing program of the schools and of the special tests that are to be administered to their children; | ||
| B. | data regarding individual test scores be entered on the student's cumulative record, where it will be subject to the policy of this Board regarding student records; | ||
| C. | the results of each school-wide, program-wide, and District-wide test, as well as any information provided to the State Board of Education regarding the State-mandated competency testing program, be made part of the public record; | ||
| D. | no student be denied promotion to the next grade solely on the basis of failure to reach a specified score on a State-mandated competency test; | ||
| E. | intervention services be provided to any student who fails to demonstrate at least a fourth-grade level of literacy and basic competency on any State-mandated proficiency test. | ||
| F. | the Superintendent develop guidelines for the annual assessment of all first, second, third, and fourth grade students on their reading proficiency and identify those students who are reading below grade level. S/He shall ensure that each student's teacher is involved in the assessment and in the identification of those students who are reading below grade level. No student reading below grade level shall be promoted to the fifth grade unless either of the following requirements has been met: |
| 1. | the student has been excused from taking the test under C, 1, of Section 3301 of the revised code, or | |||
| 2. | the student's principal and reading teacher agree that the student is academically prepared to be promoted to the fifth grade. |

The District shall notify the parent or guardian of each student whose reading skills are below grade level and provide intervention services to each student reading below grade level. |

|
For each student identified as reading below grade level at the end of third grade, the District shall offer intense remediation services during the summer following third grade. |

|
For each student entering fourth grade after July 1, 2001, who does not attain by the end of the fourth grade the score designated under R.C. 3301.0710(A)(1) on the test prescribed under that division to measure skill in reading, the District also shall offer intense remediation services, and another opportunity to take that test, during the summer following fourth grade. |
|
For each student required to be offered remediation services, the District shall involve the student's parent or guardian and classroom teacher in developing the intervention strategy, and shall offer to the parent or guardian the opportunity to be involved in the intervention services. |

|
Beginning in the summer of 1999, the District shall offer summer remediation to any student who has failed to attain the designated scores on three (3) or more of the five (5) tests described by R.C. 3301.0710(A)(1) or R.C. 3301.0710(A)(2). |
The Board shall allow an eighth-grade student to take the ninth-grade proficiency tests in accordance with the Superintendent's guidelines and the regulations of the Department of Education.
All identified disabled students in the School District shall be considered for participation in the State-mandated testing program for competency and proficiency testing. The consideration for participation shall be made by the IEP Team. The extent of participation in and/or exemptions from the testing shall be delineated on the student's I.E.P or on a document appended to the I.E.P.
The Superintendent shall implement administrative guidelines which ensure that the State Department's regulations are complied with regarding administration of the State’s mandated testing program, including the reporting of results.
Program evaluations will be reviewed and updated every five (5) years. A schedule for such will be developed and implemented by the Superintendent.
