Class sizes shall be determined with reference to instructional quality and economy of operation.

A desired range for the minimum number of students, and an upper limit for the maximum number of students which teachers shall have in their regular classes shall be established by the Board of Education, Superintendent, and Administrative Management Team.

Teacher load shall be allowed to reside somewhat above the desired maximum in cases of a temporary enrollment bulge.
