9211.01 - PARENT/TEACHER AND BOOSTER ORGANIZATIONS
The Massillon Board of Education recognizes the significant contributions of its booster organizations which include all building parent/teacher groups, all activity booster groups and any other group(s) that participates in a cohesive environment for the betterment of student enrichment and educational goals.
The Massillon Board of Education also recognizes the importance of the individual group's internal controls in protecting its assets, both monetary and physical, on behalf of the students of the Massillon City School District. And it is with such forethought and concern that this Board of Education hereby implements the following policies for any and all booster organizations who wish to do business with/for, and be recognized as, a Massillon City School booster organization.
| A. | Each organization that fundraises for $25,000.00 or greater in a year shall have a 501(C)(3) Internal Revenue Service status and provide written IRS recognition to the Treasurer of the Massillon City School District. | ||
| B. | Each organization shall submit monthly bank statements to building Principal/Board Treasurer/Superintendent. | ||
| C. | Each organizations membership shall fairly appoint or elect no less than two (2) officers consisting of a President and Secretary/Treasurer- - preferably President, Vice-President and Secretary/Treasurer. | ||
| D. | The organizations Secretary/Treasurer shall record the election of all officers in official minutes of the organization and submit a list of officers' names and addresses to the Board Treasurer and Superintendent of Schools after each election. | ||
| E. | Each organization shall submit at the start of each school year, no later than September 30, to the building Principal and/or Head Coach a detailed fundraising plan that is mutually agreeable to all parties. | ||
| F. | Two (2) signatures shall be required on any and all checks issued by the organization which shall consist of the President and the Secretary/Treasurer. | ||
| G. | No debit and/or credit cards will be permitted for use to ensure the safety of public moneys generated for student interests. | ||
| H. | Each athletic organization shall abide by Ohio High School Athletic Association rules in regards to OHSA's requirements as to the guidelines for all athletes. | ||
| I. | The Head Coach and/or building Principal shall serve as advisor for all functions and activities of each organization. | ||
| J. | A copy of each group's By-laws and Policies shall be submitted to the Board Treasurer. | ||
| K. | The Secretary/Treasurer of a recognized organization must be bonded in an amount deemed appropriate by the Treasurer of the Massillon City School District. | ||
| L. | All Booster/PTO Organizations meting the standards of this policy shall be recognized by the Massillon Board of Education at the start of each school year. | ||
| M. | The booster/parent teacher organizations not recognized by the Board of Education shall not be permitted to solicit in any manner using the name of the Massillon City School District. | ||
| N. | The Board Treasurer shall notify the Internal Revenue Service of any group that has had its recognition revoked by the Board of Education. | ||
| O. | School district employees shall not accept in any form anything of value (supplies, materials, equipment, services) from any group whether or not the group has been recognized by the Board. | ||
| P. | Any and all donations and/or fundraisers for building/district/student benefit shall be given to or approved by the Board of Education. Such material goods/donations shall become property of the Massillon Board of Education and expended in a manner that is consistent with the laws of the State of Ohio. |
It is the intention of the Massillon Board of Education to protect the interests of the students of the Massillon City Schools first and foremost and to maintain the integrity of the Massillon City School District at all times in cooperation with all activity groups recognized by the Board who wish to use the name of the Massillon City School District in their efforts.
