5100 - ELIGIBILITY OF STUDENTS
The Board of Education shall operate the schools of this District for the benefit of school age children resident in the District and eligible for attendance in the schools of this District, emancipated youth who are employed in this District, and such others as may be admitted pursuant to statute (R.C. 3313.64) and the policy of the Board.
Free School for Residents
The public schools in the School District shall be free to all school residents between five (5) and twenty-two (22) years of age, but the time at which children may begin the first year's work in the elementary school shall be subject to the rules and regulations of the Board. School residents shall be all youth who are children or actual wards of parents or guardians residing within the School District. All youth of school age living apart from their own labor, or age eighteen (18) to twenty-two (22) years of age shall be entitled to attend school free.
Upon approval of admission by the Superintendent of Schools, the Board may waive the payment of tuition for the attendance of students who are residents or domiciliaries of a foreign nation, who seek admission as foreign exchange students, and who are temporarily residing in the School District.
The Board shall observe such other regulations regarding free schooling for residents contained in Ohio Revised Code Section 3313.64. The children of families who have signed a contract to buy or build a residence in School District may be enrolled with payment of tuition during the semester in which they expect to become residents.Nonresident Students
Students in kindergarten through grade 12 whose parents or guardians reside outside of the School District boundaries may be admitted to the schools for which they are qualified if, in the judgment of the Superintendent of the Schools, they can be accommodated.
No principal shall permit such nonresident students to enter the school until tuition fees have been paid to the clerk of the Board and the Treasurer's receipt produced.
Students who become nonresidents due to a change of address may at the discretion of the Superintendent, complete the current semester at the school attended with payment of tuition.
Upon proper application, prior to the first day of school, students of full time staff members who resident outside the district may be admitted without tuition obligation. This policy shall be applied to all such children and shall provide for the admission of any such child upon request of the parent.
Mandatory Kindergarten
It shall be the policy of the Board that each child who will be five years of age on or before September 30th shall be eligible to enroll in kindergarten. Each child who will be six years of age on or before September 30th and who has successfully completed kindergarten shall be eligible to enroll in the first grade. Those children satisfying established guidelines for Early Entrance into first grade are exempt.
Age of Entrance to Kindergarten and First Grade
The entrance age requirement for children entering kindergarten or the first grade shall be as follows. For September, 1969 and succeeding years:
| A. | to enter kindergarten - age five (5) on or before September 30th of the year of admittance. | ||
| B. | to enter first grade - age six (6) on or before September 30th of the year of admittance. |
Early Entrance
A four (4) year old child, whose fifth (5th) birthday falls from October 1st through January 1st, may be considered for early entrance kindergarten placement if gifted in mental ability as well as in social, physical, and emotional maturity.
A five (5) year old child whose birthday falls from October 1st through January 1st may be considered for early entrance first grade placement if gifted in mental ability as well as in social, physical, and emotional maturity.
Guidelines for evaluating candidates for under age admission to kindergarten or first grade will be furnished by the Division of Student Services.
