5463A - NON-RESIDENT STUDENT ADMISSION
The Board of School Trustees recognizes that a child must have legal settlement in the Metropolitan School district of Martinsville in order to attend its schools. The Board further recognizes that extenuating circumstances often arise and it is for these cases that the following regulations have been adopted.
It is the intent of the Board that all applicable policies and laws in regard to student transfers shall be strictly enforced.
The Superintendent of Schools shall develop the operational procedures and forms necessary for the implementation of this policy.
Requests by parents, guardians, or custodians of Indiana students who do not have legal settlement in the Metropolitan School District of Martinsville but who wish to enroll their child in the school system will be considered for enrollment if:
| A. | Non-resident student enrollment is for educational reasons; | ||
| B. | Non-resident student is in good standing in their resident school district; | ||
| C. | Parents, guardians, or custodians agree to provide transportation to and from the school; | ||
| D. | When applicable, the parents, guardians, or custodians agree to pay the transfer tuition in a timely manner as established by the Metropolitan School District of Martinsville. |
As used in this policy, "legal settlement" means the site(s) established for a student by the application of the standards in I.C. 20-26-11 to identify any Indiana public school district the student has a right to attend.
A student requesting transfer shall complete the Application for Transfer of
Non-Resident Student and submit it to the MSD of Martinsville's Superintendent's Office. Transfers will be considered on a yearly basis.
A student requesting transfer to either the middle school or high school shall write a one- (1) page letter indicating why they want to transfer. Parents of an elementary school age child shall write a one- (1) page letter indicating why they are requesting the transfer.
An administrative committee will review all applications and its decision will be based upon the following information:
| A. | Student transfer request form; | ||
| B. | Student's attendance and academic record at the previous school; | ||
| C. | Student's disciplinary record at the previous school; | ||
| D. | Class size and grade level in which the student is enrolling in the MSD of Martinsville; and | ||
| E. | The transfer shall not place an undue burden on the MSD of Martinsville. |
Following a review of the written documentation, an interview may be scheduled with the student and the parent. Once the information has been reviewed and/or an interview conducted, the committee will make a recommendation to the Superintendent. Based upon that recommendation the Superintendent will make his/her determination regarding the request for transfer. The decision of the Superintendent is final! If an application is denied, the parent/guardian/custodian or eligible student may only re-apply upon showing of substantial change in circumstances relevant to one or more of the standards contained in this policy.
The MSD of Martinsville will not discriminate on the basis of race, color, religion, sex, national origin, age, or handicapping condition, including limited English proficiency, as required by State and Federal law.
Administrative Guidelines: Non-Resident Student Transfers
| A. | A student requesting transfer shall complete the Application for Transfer of Non-Resident Student and submit to the MSD of Martinsville Superintendent's Office. | ||
| B. | A student requesting transfer to either the middle school or high school or parents of an elementary age student shall write a one- (1) page letter indicating why they wish the transfer. | ||
| C. | An administrative committee (a principal/assistant principal from each school level plus either the assistant superintendent for business or curriculum and instruction) will review the following information: |
| 1. | Student transfer request form | |||
| 2. | Academic documentation (Report card and/or transcript) | |||
| 3. | Attendance documentation | |||
| 4. | Student behavior information |
| D. | Following the review of all written documentation, an interview may be requested with the student and parent. | ||
| E. | Once information has been reviewed and/or an interview conducted, the committee will make a determination as to the acceptance or rejection of the transfer request. The following criteria may be used in the analysis: |
| 1. | It is recommended that the student have a C academic average to be considered for transfer | |||
| 2. | It is recommended that the student have achieved a ninety-five percent (95%) attendance rate | |||
| 3. | It is recommended that the student have a exemplary student behavior record | |||
| 4. | Extenuating circumstances related to the above will be considered |
| F. | The administrative committee will forward its recommendation to the Superintendent who will consult with the receiving building principal. | ||
| G. | Transfer enrollment in the MSD of Martinsville will only be considered at the start of a semester or trimester and in harmony with building and grade level capacities of the receiving school. | ||
| H. | Students are responsible for their own transportation to MSD of Martinsville schools. | ||
| I. | Failure to meet academic expectations (C average), attendance (ninety-five percent (95%)), behavior (no major violations) may result in an immediate withdrawal from enrollment in the MSD of Martinsville. | ||
| J. | If a student enrolls after the state designated A.D.M. day, tuition for the remainder of the school year as determined by use of Form 515 will be required and will equal the per capita share of the operating costs of the receiving school. |
