1230.02 - JOB DESCRIPTION OF THE SUPERINTENDENT OF SCHOOLS
QUALIFICATIONS:
Hold a valid Superintendent’s license from the State of Indiana.
PRIMARY DUTIES:
The Superintendent of Schools is the Chief Executive Officer of the School District appointed by the Board of School Trustees. S/He is responsible to the Board for the executive management and control of the schools and for the enforcement of the policies, rules, and regulations adopted by the Board. S/He is, therefore, vested with the authority to carry such rules and regulations into effect. S/He may delegate responsibility for the operation of various departments of the school system, but s/he shall be responsible to the Board for results produced.
MAJOR RESPONSIBILITIES:
| A. | To be the responsible executive head of the entire school system in charge of both the education and business administration and directing the activities of all employees of the School District. | ||
| B. | To develop and administer the best educational program possible, designed to meet the needs of the community. S/He shall be expected to take the lead in matters of educational policy and to make definite recommendations therein, to keep abreast of the best educational developments, and advise regarding changes in policies. As professional leader of the teaching staff, s/he shall keep himself/herself informed of the progress of the schools through visitations and conferences with principals, coordinators, and teachers and assist them in developing the best educational program possible in line with best practices, procedures, and methods known. | ||
| C. | To recommend the number and types of positions required to provide proper personnel for the operation of such a program. | ||
| D. | To nominate for appointment, to assign and to define the duties of all personnel subject to approval by the Board of School Trustees. | ||
| E. | To prepare the annual budget and to recommend it to the Board for approval. | ||
| F. | To direct and supervise a continuous summer school program within the District. | ||
| G. | To keep the Board informed on the progress and condition of the schools. | ||
| H. | To conduct a continuous study of the development and needs of the schools and to keep the public so informed. | ||
| I. | The Superintendent shall be the representative of the Board to the personnel and the personnel to the Board. | ||
| J. | S/He shall investigate complaints of parents against teachers and other District employees and when necessary, refer the matter to the Board. | ||
| K. | In the interest of efficient administration, s/he shall have authority to decide all matters of detail that may arise concerning which no specific provision is made in the policies. All important decisions of the Superintendent must be reported to the Board at the first regular meeting following such decision. | ||
| L. | The Superintendent shall attend all meetings of the Board and give the Board his/her loyal support. S/He shall present his/her views and information on all matters within his/her field. S/He shall exert his/her leadership through the employment of democratic procedures on all educational problems before the whole Board. S/He shall be free to express his/her views even though they are contrary to those of the Board; but once a policy has been adopted by the Board, s/he shall give it his/her support as if it were his/her own. | ||
| M. | The Superintendent shall strive to build up a high morale among teacher, employees, and students. S/He shall strive to gain and maintain the goodwill of parents and citizens by continually informing them of the aims and accomplishments of the schools and students they serve. |
TERMS OF EMPLOYMENT:
The Superintendent of Schools shall have a four (4)-year contract which is reviewed annually.
EVALUATION:
The Superintendent shall be evaluated annually by the Board of School Trustees.
