4435 - DONATED LEAVE TIME

MAPS employees may donate a portion of their accumulated vacation, personal business leave, or any other accrued leave time - except sick leave - to assist another regular part-time or regular full-time employee (donee) who has exhausted all accumulated leave as the result of their nonwork related injury or illness, or that of their spouse, dependent children, or parents. Such donation is voluntary, will be anonymous, will be in accordance with the applicable collective bargaining agreement(s), and will be regulated by the following guidelines.

 A.Request for Donations

  1.An employee who has exhausted all accrued leave time, as detailed above, may initiate a donated leave time request to their supervisor. Such request will be supported by appropriate physician certification of condition.

  2.Donated leave time requests will be submitted by the supervisor in writing on the approved form. Completed donated leave time request forms will be forwarded to the Director of Personnel for processing.

  3.Authorized donated leave time request(s) will be distributed to buildings and employee organizations to inform of needed assistance. A maximum of 160 hours donated leave will be available per request.

  4.As necessary, a follow-up donated leave time request may be processed. Such request will follow the procedure as detailed above, and will be supported by appropriate physician certification of current condition.

 B.Donor Eligibility

  1.All donations are strictly on a voluntary basis.

  2.An employee may donate accumulated leave in an amount that will not exceed the established maximum. Such donation will be authorized in writing, signed and dated, and submitted to the Director of Personnel.

3. Once submitted, authorized donations may not be revoked.

  4.Donated leave that is unused will not be returned.

  5.Authorized donations will be immediately - transferred — on an hour for hour basis - as vacation or personal business leave, and will be available for use by the donee immediately. Unused donations will be retained by the donee.

 C.Use of Leave Time Donations

  1.A donee may utilize donated leave time only if all accrued leave times are exhausted.

  2.Donated leave time will be used in place of regularly scheduled work hours, at the regular straight-time wage rate.

  3.Donee utilizing donated leave time will be considered to be on leave of absence for all purposes.

  4.Additional fringe benefits will not accrue while utilizing donated leave time.

  5.Official time reporting records will reflect "DLT" for all hours utilizing donated leave time, and will be signed by the donee.
