5113.03 - PART-TIME ENROLLMENT

Children excused from school attendance by the Superintendent of the Butler County Educational Service Center and children enrolled in nonpublic schools are not the direct educational responsibility of the Madison Local School District. However, the Madison Board of Education and personnel of the district believe public school programs are available to all residents of the community if they choose to participate; therefore, the Board allows part-time enrollment and participation in school activities by children educated in nonpublic schools or at home in accordance with R.C. 3301-34-01 through R.C. 3301-34-06.

For this purpose, "home educated" is education directed and delivered by the parent or guardian of a child who is of compulsory school age and not enrolled in a public or a nonpublic school; and "nonpublic school" is defined as a school (chartered or not chartered) which operates wholly or in major part outside the system of public schools operated through local, state, and federal public resources and under the Ohio Department of Education.

Prior to or at the time of part-time enrollment, the child and his/her parent(s) or guardian(s) shall be provided annually a copy of this policy with a copy of the current building student handbook.

 A.Part-time Enrollment Procedures

  1.The parent-guardian of the child requesting part-time enrollment must be a legal resident of the Madison Local School District, residing in the attendance zone of the school where part-time enrollment is requested or completing the requirements for requesting an alternate school of choice. If legal residence is not maintained, enrollment shall be terminated pursuant with R.C. 3313.64.

  2.Part-time enrollment is permitted in grades K-6 in a maximum of two (2) special subject areas (art, vocal music, instrumental music, physical education, or other special area for which scheduled instruction is provided).

  3.Part-time enrollment is permitted in grades 7-12 in a maximum of two (2) credit-generating courses. For courses normally requiring a prerequisite, e.g., Spanish III or Calculus, part-time enrolling students are asked to provide the most recent assessment report pertinent to the area in which enrollment is sought. Parents/guardians of children seeking part-time enrollment are responsible for prerequisite student and/or experiences.

  4.Consideration for part-time enrollment is subject to the building capacity and class or program size and limitations. The final decision regarding admission and location of part-time enrolled students rests with the Superintendent or designee.

  5.Part-time enrollment is allowed one (1) time each school year and is expected to be for the remainder of that school year. Attendance must begin within the first week of the school semester or program or within one (1) week of the date on which the child's parent/guardian becomes a legal resident of the district.

  6.Part-time enrollment is allowed without regard for the child's status as home educated or enrolled in a nonpublic school, and the Madison Local School District assumes no responsibility for the education of the child enrolled part-time except for the courses in which the child is enrolled.

  7.The child's parent/guardian must complete the normal enrollment process and forms required by the district and/or the building for enrollment of all children.

  8.The parent/guardian shall provide written notice to withdraw a child from part-time enrollment. An exit interview with the parent/guardian may be requested upon withdrawal.

 B.School Procedures

  1.Grade level placement is at the discretion of the building principal. Such placement shall be based on:

   a.age of the child;

   b.recent assessment report, if provided;

   c.recent of standardized achievement tests, if provided, compared to district students of similar age;

   d.interviews with the child or parent/guardian; and/or

   e.other evaluative methods used with the consent of the parent/guardian to determine preparation and prerequisites for the courses or grade level requested.

  2.The content of instruction provided in the district is determined by the district curricula and courses of student approved by the Board of Education and available for review at the Madison Board of Education office.

  3.A part-time enrolled child is entitled to special education and related services under IDEA, classroom accommodation under Section 504 of the Rehabilitation Act, and/or district Intervention Assistance Team services subject to applicable eligibility requirements and parent consent.

  4.During classes or other school activities, children are under the direct supervision of a certificated staff member of the district.

  5.Transportation of a child enrolled part-time is the responsibility and obligation of the parent/guardian. When the child's schedule at school is compatible with established routes and schedules of the district's bus transportation and space is available, the child may be permitted to use district transportation. Arrangements for transportation are to be made with the Director of Transportation.

  6.Attendance for activities outside the regular school day which may be required for children enrolled in curricular programs or for activities during the regular school day which may be required for children participating in extracurricular programs shall be the responsibility of the child/parent/legal guardian.

  7.The child enrolled part-time is subject to all policies of the Board (including those pertaining to enrollment, immunizations, grading, attendance, fees, conduct) and to all procedures including those pertaining to medical emergency information, program eligibility, reporting absence, consequences imposed for discipline) of the school and the school district. Attendance, ethnic, and performance data for each child enrolled in public schools in Ohio are collected for building, district, and state reports.

  8.A child enrolled part-time is permitted to participate at no cost in all district-wide achievement testing programs conducted by the district during the regular testing cycle with the parent/guardian responsible for making arrangements for participation with the school.

  9.A child enrolled part-time is required to take the Ohio proficiency tests required for all students at the grade level at which enrolled unless the child is excused under R.C. 3301.0711(C)(1) or (2).

  10.To be eligible for a grade point average for class rank or for valedictorian or salutatorian honors, a student must enroll full-time in Madison Junior/Senior High School for the last five (5) consecutive semesters, excluding summer school.

 C.Optional High School Credit for Home Education Classes

  1.If desired by the parent/guardian, children enrolled part-time may receive high school credit for transferred courses completed under the direction of a home educator. To receive such transfer credit, the parent/guardian must provide an academic assessment report for each course for which credit is desired, including, but not limited to:

   a.portfolio of work done;

   b.examples of tests and test scores;

   c.resources and books used in class;

   d.samples of the student's work;

   e.standardized test scores demonstrating the student's ability;

   f.course of study;

   g.the number of hours devoted to each subject area; and/or

   h.grades from previous schools.

A four (4) week advance notice is needed to review the academic assessment report.

  2.Credits given for course work in grades 9-12 completed under the direction of a home educator will be given a grade of P/F (Pass/Fail) and transcripts will denote home education grades and credits assigned.

 D.Participation in Extracurricular Activities

  1.Participation in an extracurricular activity is subject to current Board policy regarding academic eligibility based on enrollment in district courses in which the child is enrolled.

  2.Participation in a school-sponsored extracurricular activity (non interscholastic) by a child enrolled part-time requires year-long enrollment in at least one (1) grade K-6 special area or one (1) grade 7-12 credit-generating course.

  3.Participation in a school-sponsored extracurricular interscholastic activity requires year-long enrollment in two (2) courses generating a total of two (2) credits per year and meeting eligibility requirements as determined by Board policy and by rules of the Ohio High School Athletic Association. For meeting OHSAA eligibility requirements, home educated courses may be used following C.1. (above) for optional high school credit for home educated courses. Students athletes are also required to agree to a Student Athlete Code of Conduct.
