1230 - SUPERINTENDENT OF SCHOOLS
The Superintendent of Schools shall strive to achieve District goals for students by providing educational direction and supervision to the professional staff and supervision to the nonteaching staff and by acting as a proper model for staff and students both in the school and outside the District.
GENERAL DUTIES
The Superintendent of Schools of a Joint Vocational School District shall exercise the duties and authority vested by law in a Superintendent of Schools pertaining to the operation of a school district and the employment and supervision of its personnel.
He is the Executive Officer of the Board of Education which has the same authority, powers, and duties as are granted by law to a city school district.
The Superintendent, as the Chief School Administrator, provides leadership and administers the affairs of the School District in accordance with adopted Board of Education Policies, State and Federal Regulations, and the legal provisions of the Ohio Revised Code.The Superintendent is responsible for the coordination of the vocational program with the Member Schools of the Vocational Education Planning District.
In many instances, the actual implementation of the program will be delegated; however, the final responsibility shall rest with the Superintendent.
SPECIFIC DUTIES IN COOPERATION WITH THE BOARD OF EDUCATION
| A. | Attends all meetings of the Board as their Chief Executive Officer and Advisor | ||
| B. | Keeps the Board of Education fully informed of the status and progress of school matters | ||
| C. | Prepares and sends out in advance a detailed agenda for each regular Board of Education Meeting | ||
| D. | Provides the necessary background information to assist Board members in reaching decisions | ||
| E. | Works cooperatively with the Board in developing written Board of Education policies | ||
| F. | Submits for Board approval, administrative procedures to implement Board policy | ||
| G. | Develops administrative regulations necessary to the administration of the School District | ||
| H. | Evaluates the total educational program and recommends necessary changes to the Board of Education | ||
| I. | Prepares and submits reports as required by the Board of Education, State Department of Education, and other governmental agencies | ||
| J. | Recommends employees for promotion, demotion, transfer or dismissal in accordance with State Law | ||
| K. | Recommends qualified personnel to the Board of Education for employment | ||
| L. | Recommends textbooks and other educational materials to the Board of Education for approval | ||
| M. | Submits courses of study as developed by the Directors and staff for Board of Education approval |
SPECIFIC DUTIES IN COOPERATION WITH THE TREASURER:
| A. | Analyzes the financial position of the School District and cooperates in the development of the budget and appropriation measures | ||
| B. | Cooperates in the preparation of all necessary forms and reports | ||
| C. | Serves as Purchase Agent and approves purchases as covered in the appropriations and according to Board of Education Policies | ||
| D. | Initiates purchase orders in cooperation with the Treasurer |
SPECIFIC DUTIES IN COOPERATION WITH THE DIRECTORS AND STAFF:
| A. | Meets regularly with the Directors and Supervisors to keep informed as to the progress of all school activities and to coordinate efforts for improvement and expansion of programs | ||
| B. | Reserves the right for personnel designated by the school administration to open all incoming mail in accordance with Federal Postal Regulations (153.5, Domestic Mail Manual). Incoming mail to individual staff marked "Personal" or "Confidential" shall not be opened by persons other than those to whom mail is addressed | ||
| C. | Exercises leadership in developing a program of in-service education for both the instructional and noninstructional staff | ||
| D. | Establishes an active program of recruitment for both certified and noncertified personnel | ||
| E. | Interviews candidates for all instructional and noninstructional positions | ||
| F. | Conducts a program of appraisal for all teaching and nonteaching personnel |
SPECIFIC DUTIES IN COMMUNICATIONS AND PUBLIC RELATIONS
| A. | Reviews textbooks and other educational materials selected through staff study | ||
| B. | Arranges for use of facilities by outside groups in accordance with Board of Education Policies | ||
| C. | Maintains a complete and up-to-date inventory of textbooks, equipment, and educational materials | ||
| D. | Engages in research activities pertinent to long range planning of the operation of the School District | ||
| E. | Initiates, through the Directors and Supervisors, programs and activities to assure proper care and respect for school equipment and school property | ||
| F. | Assumes responsibility for cooperatively developing a meaningful school philosophy that will reflect the functions and objectives of the school | ||
| G. | Maintains a complete and accurate file of School District records, reports, personnel information, and related matters | ||
| H. | Works cooperatively with the Directors in establishing a sound program of school safety | ||
| I. | Evaluates, with the maintenance supervisor, on a regular basis the entire cleaning and maintenance program for the buildings and grounds | ||
| J. | Evaluates, with the home economics supervisor, on a regular basis the entire operation of the kitchen and cafeteria | ||
| K. | Works cooperatively with the Directors and Supervisors in the initiation and operation of additional programs such as Adult Education and Vocational Rehabilitation | ||
| L. | Utilizes the staff in the administration of the School District | ||
| M. | Establishes, with the Directors, procedures for handling cases of illness and accidents | ||
| N. | Prepares and maintains a complete and up-to-date School District policy manual | ||
| O. | Maintains lines of communication with the staff through meetings, bulletins, and individual conferences | ||
| P. | Conducts meetings on a regular basis with the participating schools advisory committee | ||
| Q. | Conducts meetings as necessary with the major advisory committee | ||
| R. | Keeps informed as to the results of all meetings of craft committees | ||
| S. | Engages in a positive program of communications and public relations directed towards students, parents, staff, Boards of Education, craft and advisory committees, participating schools, citizens of the School District and the general public | ||
| T. | Cooperates with staff in the development of brochures, handbooks, manuals, and related publications | ||
| U. | Disseminates results of Board of Education Meetings to the news media and staff | ||
| V. | Plans, with the Directors, open house and similar meetings involving parents and the general public | ||
| W. | Participates in professional meetings and visitations that will be beneficial to the School District at the local, state, and national levels |
DUTIES IN COOPERATION WITH SCHOOL DISTRICTS OF VOCATIONAL EDUCATION PLANNING DISTRICT
| A. | Develops an annual calendar in coordination with participating schools. | ||
| B. | Works toward a harmonious relation with participating schools: |
