7510.01 - USE OF SCHOOL FACILITIES AND TECHNOLOGICAL RESOURCES FOR DISTANCE LEARNING

Lakewood City School District facilities and technological resources, including but not limited to, computers, video equipment, AV equipment, public address systems, presentation equipment, file servers, laptops, software, e-mail, telephones, wide and local area networks and all equipment related thereto, may be periodically leased for use by other educational bodies or private organizations for distance learning activities. Access to the facilities and technological resources is provided to enhance educational opportunities in the community and shall be subject to contractual agreement with the Lakewood Board of Education. Use of the District's facilities and technological resources for distance learning activities also shall be subject to the requirements set forth in this policy, all other policies and regulations of the Lakewood Board of Education and all applicable Federal, State and local laws.

The Superintendent of Schools (or his/her designee) shall have the authority to authorize, prioritize, regulate, modify and restrict any and all distance learning activities utilizing the District's facilities or technological resources.

Any user who violates this policy, or allows others to do so, shall be subject to discipline, up to and including disconnection from the District's technological resources, removal from the District's facilities, revocation of the privilege of using the District's facilities and technological resources, and termination of participation in all distance learning activities. The Lakewood Board of Education also may pursue criminal or civil action where appropriate.

The Lakewood Board of Education reserves the right to modify this policy at any time and from time to time without notice.

 A.General Standards of Conduct for Distance Learning Activities
  Information or materials to be presented in distance learning activities may be subject to review by the Superintendent of Schools (or his/her designee) prior to presentation or broadcast to determine whether the information or materials are appropriate for the educational environment.
  Offensive or harassing statements or language, including but not limited to disparagement of others based on race, color, religion, national origin, veteran status, ancestry, disability, age, sex or sexual orientation, is prohibited.



Individuals authorized to use the District's facilities or technological resources for distance learning activities are prohibited from allowing any unauthorized persons to use such facilities or technological resources.

Use of the District's facilities or technological resources for political, commercial or for-profit purposes is prohibited, unless authorized by prior contractual agreement with the Lakewood Board of Education.

Use of the District's facilities or technological resources to facilitate illegal activities is prohibited. Any misconduct or criminal activity discovered will be referred to the appropriate authorities.

 B.Use of School Facilities

Use of the District's facilities for distance learning activities shall not interfere with the educational programs of the Lakewood City School District.

Access to the District's facilities may be limited when necessary to assure protection of school property or the safety of students or other persons on the premises.

No item of school property shall be removed from the District's facilities without the prior written approval of the Superintendent of Schools (or his/her designee).

Vandalism, damage or destruction of the District's facilities or any school property located in or around such facilities is prohibited.

No weapons or dangerous instrumentality's are permitted on school property.

The use or possession of tobacco, alcohol or illegal drugs in any form is prohibited on school property.

C. Use of Technological Resources

Proper training in the use of the District's technological resources may be required by the Coordinator of Information and Technology.

Lakewood City School District does not guarantee the privacy of any information sent or received via the District's technological resources and reserves the right to monitor and record use of its technological resources for distance learning activities at all times.

Unauthorized modification or destruction of the District's technological resources is prohibited. Any inappropriate use of the District's technological resources that may hinder future use is prohibited.

Interference with the District's technological resources or electronic information, including but not limited to tampering with hardware or software, vandalizing or destroying data, introducing or using computer viruses, or attempting to gain access to restricted information or networks, is prohibited.

Use of the District's technological resources to access or transmit obscene, pornographic or violent materials or to transmit materials likely to be threatening, offensive or objectionable is prohibited. Such prohibited use includes, but is not limited to, "hacking" materials, racist materials, religious materials, terrorism instructions or "recipes" and any other materials that violate the rights of others.

Only software licensed to the Lakewood Board of Education and authorized in writing by the Coordinator of Information and Technology, or his/her designee, shall be installed on the District's technological resources. Installation of such software shall be performed only by authorized personnel to ensure that the software is (a) compatible with existing computer systems, (b) properly installed, maintained, used and upgraded, (c) free from any computer virus and (d) properly licensed. Installation of any other software, including but not limited to shareware, freeware, public domain or demonstration copies of software, is prohibited. Unscheduled audits of the District's technological resources will be periodically performed and any unlicensed or unapproved software will be removed without notice.



Network and system passwords ensure the security of critical and sensitive school electronic data and are the first defense against unauthorized access. Technological resource users are prohibited from divulging their passwords to other individuals and are required to protect themselves and others by not issuing or releasing any confidential information via the District's technological resources.
